| In November 2012,the 18 th National Congress of the Party clearly put forward the grand goal of building a well-off society in an all-round way.In October 2015,the Fifth Plenary Session of the 18 th CPC Central Committee put forward the concept of shared development,emphasizing the implementation of poverty alleviation project,through the advance of poverty alleviation to ensure that China's rural poverty in 2020 to achieve the precision of poverty.However,as of the end of 2015,there is still 55.75 million poor people in China,the work of poverty alleviation has a long way to go.In order to achieve a comprehensive commitment to a well-off society,since 2013,China has promulgated the "Opinions on the Innovation Mechanism to Promote the Development of Rural Poverty Alleviation and Development"(No.25 [2013]),"the central government on the comprehensive poverty alleviation and development of financial services"(China Development Bank [2014]No.78)," Decision of the Central Committee of the Communist Party of China on the fight against poverty" and other documents,take " precision poverty alleviation " as a modern strategy to tackle the poverty alleviation of the " poverty alleviation" guiding ideology.Under the guidance of the above-mentioned poverty alleviation policy,various poverty-stricken areas with local characteristics have emerged in the past two years,which has promoted the development of poverty alleviation work in our country.The poverty alleviation work in our country has achieved remarkable results.12.40 million people have been out of poverty in2016.In order to study the operating mechanism of different poverty alleviation modes and the effect on the promotion of farmers' income,this paper chooses the Horqin Right Middle Banner of Inner Mongolia and Lei Shan County,Guizhou Province as the research objects,obtaining the corresponding data through field investigation,describing the operation mechanism and characteristics of " Co-guarantee Team Composed of Rich and Poor mode " and " Interlinked Credit and Insurance mode ",and constructs the double sample selection model using the field research data to explore the influence of different modes on the income of households.The investigation results show that,on the one hand,the demand for microfinance of poor households is still significantly lower than that of non-poor households.On the other hand,according to the existing rating requirements and scoring rules,most of the poor households are difficult to obtain credit loans.Through the case analysis,it is found that "Co-guarantee Team Composed of Rich and Poor mode " can make full use of the results of local archives and social capital to replace the mortgage." Interlinked Credit and Insurance mode" replaces the collateral through the loss of insurance and the post-disaster compensation function.The two modes have local characteristics,which solves the problem of targeting andcredit risk.The empirical analysis shows that " Co-guarantee Team Composed of Rich and Poor mode " is more conducive to raising the demand of poor households for poverty alleviation and promoting their income because of the lower cost of loans and the ability to make full use of the non-poor households to guarantee for poor households.In addition,active agricultural technology trainings in all regions have a significant positive effect on improving the income of poor households;The support of microfinance is more efficient for poor households than non-poor households,adding the amount of loans to poor households can be more effectively.In view of the actual situation and the conclusion,this paper puts forward some relevant policy suggestions from the four aspects of capital support strategy,income improvement of poor households,risk management system,loan cost and quota,and provides ideas for promoting the sustained and healthy development of poverty alleviation in China. |
