Research On The Identification Of Poor Households In Precision Poverty Alleviation

The essence of Targeted Poverty Alleviation Strategy(TFAS)lies in bridging the accurate connection between the poor and anti-poverty policies,based on which we can identify the rooted negative factors undermining our efforts.This thesis focuses on the very beginning step of the TFAS,i.e.targeting who is the poor,and launches a systematic analysis on this problem.Rural democratic meetings have been introduced into the research,which plays a pivotal role in assigning the quotas of the poor from the higher level of government.In general,this thesis gives a detailed summary of related research based on the academic domains of asymmetric information and mechanism design in economics.Furthermore,the institutional process has been analyzed,which clearly shows that the improvement of targeting accuracy is a salient clue for understanding China’s anti-poverty strategies and policies.In addition,empirical evidence also confirms that TFAS is coming at the right time.To take a deeper insight into the issues on targeting the poor,14 administrative villages from 3 counties in Guizhou Province become the samples of this research.Specifically,this thesis constructs an analytic framework based on the village level.It argues that the current way of rationing the quota leads to a weak state of equilibrium in terms of the scale of the quota of the poor;then we use a mathematical model to show that the democratic meetings cannot be fully utilized under the D-S state;furthermore,it explains why the present institutions and policies will lead to an illusive Xiaokang inevitably;finally,it provides some practical suggestions to improve the process of targeting the poor mainly based on taking advantage of democratic meetings.
