Analysis On Monitoring And Evaluation Of Urban And Rural Integration Progress

Urban-rural integration is a process of urban and rural interaction. Since China’s reform and opening up, China’s economy into a period of sustained and rapid growth.With urbanization and industrialization fast forward, massive influx of rural population in cities and towns, and the differentiation between town and country is more and more serious. County development facing the urban sprawl, urban and rural residents’ income gap is too large, ecological environment destruction and so on common problems. Under the new historical conditions, overall urban and rural construction, ease of relations between urban and rural is an important task to promote sustainable economic and social development.On the basis of reinterpreting the urban and rural integration concepts and related theories, and with population and economic data, geographic information data and road data as the research data Jiashan as the research object, it has built the evaluation index system of urban and rural integration of space and time monitoring and comprehensive evaluation model. With the aid of Arcgis10.0 platform, and by adopting the combination of subjective and objective weights way, this paper contrasts analysis of the change of population and economy, development and protection of land resources, urban and rural development and road network layout,the change characteristics of living space from the angles of time and space. Through the comprehensive evaluation of integration of urban and rural development and influence factors, it has clearly understanding of the advantages and disadvantages of balance urban and rural construction for the county territory development strategy policy. The results show that:Urban-rural integration is a dynamic development process, the result is not"like" or "average". The development direction of urban and rural integration is continuous exchange of matter and energy between rural and urban areas, and eventually develop into the body of the two independent and interdependent.There is no significant difference between urban and rural areas between each villages and towns (street) in Jiashan, and the degree of comprehensive index in the process of urban and rural integration is between 0.011 and 0.027. The highest and lowest respectively are Luoxing street and Tianning town, with the difference about 2 times, while the villages and towns (street) a comprehensive level of urban and rural integration trend of polarization, and regional differences. It can be roughly divided into two levels: Luoxing, Huimin, Yaozhuang, Weitong and Dayun belong to the first level, with a high level of urban and rural integration, and the index is higher than 0.020, mainly concentrated in the south and east to Shanghai. Ganyao, Xitang,Taozhuang and Tiannig belong to the second level, with the degree of integration of urban and rural comprehensive index is lower than 0.014, located in northern and western regions in jiashan.Jiashan county, 2003-2015, population urbanization rate increased by 32.04%,the per capita GDP has increased by 4.14 times, the income difference between town and country ratio showed a trend of shrinking, population and economy have less effect on the comprehensive level of jiashan county urban and rural integration; The gap of land resources development and utilization is larger,although the diversity of land use types and land development intensity, urban sprawl takes up a large number of cultivated land and construction land concentration changes greatly. Urban and rural development and layout of living space is the part of the most obvious difference underpinned in Jiashan, Luoxing and Yaozhuang have a reasonable layout of urban and rural residential, which contribute to the comprehensive level of urban and rural integration value is 0.050 and 0.040, while Tianning and Weitang are all of 0.014. The road network construction and development of Jianshan is better, and road density and connectivity all showed a trend of increase, what’s more, the difference between towns is smaller.A series of problems, such as, rural residents have a low income, the land resources development strength and takes up a large number of cultivated land, urban and rural residential space layout is unreasonable, expansion intensity big, road distribution imbalance in the process of integration of urban and rural development in Jiashan. Therefore, we must pay more attention to regional advantages, and actively cooperate with Shanghai, adjust the industrial layout, intensive use of cultivated land reserve resources saving,and reasonable planning of urban and rural residential space,guide peasants to centralized place, strengthen the internal construction land consolidation,perfect the infrastructure construction,promote the development of urban and rural comprehensive fusion. From the time and space surveillance, the study constructed comprehensive degree evaluation index system for urban and rural integration, which has a strong applicability.
