During Twelfth Five-year Plan period,the country has accelerated the transformations of economic development mode,adjusted estate structure,and implemented a large number of cross regional large-scale construction projects which have played an obvious role in promoting economic and social development.This kind of projects help to improve the national competitiveness,participate in the international division of labor and global influential economic activities at a higher level.It is an important measure to implement the strategy of regional development and the strategy of the main function.But due to the lack of complete special designed investment decision-making evaluation index system of large-scale construction projects,resulting in the expected goal of this kind of projects is not good,so how to conduct comprehensive and perfect investment decision-making evaluation research of large-scale construction projects is the core problem of this kind of projects which need to be solved urgently.This paper takes the Dalian aviation park project as the research object,through referencing and absorbing the investment decision-making evaluation method and index system of domestic and foreign related projects,based on the characteristics of the Dalian aviation industrial park project,the thesis constructs an investment decision indicators system of the project.And through investigations,the thesis systematically analyses the actual situation of each index of Dalian aviation industrial park project.Finally,the thesis uses a fuzzy comprehensive evaluation method to estimate the investment decision of this project.The thesis evaluates the project,verifies the validity of the index system at the same time,and provides references for investment decision-making evaluation of this project and other types of large-scale construction projects.The whole thesis is divided into six chapters.First,the thesis elaborates the background,significance,content,methods and innovation points of research;summarizes the paper's theory,describes definition,classification,status,functions of large construction project and the basic content of investment decision-making evaluation respectively;and introduces domestic and foreign related investment decision making research status to provide a theoretical support for investment decision issue in later thesis.Secondly,the thesis analyzes the important role of the investment decision-making index system of Dalian aviation industrial park project,puts forward the construction principles and construction methods,analyzes and summarizes the effects and characteristics of the project,and based on the characteristics of the project,constructs a investment decision-making evaluation index system of the project.The main factor layer contains three indicators of regional impact,financial benefits,project risk,and the minor factor layer contains fifteen indicators.Then,based on the fuzzy comprehensive evaluation method,combined with the reality of Dalian aviation industrial park project,the thesis analyzes the circumstances of the project in the regional effects,financial benefits and risk perspectives of the project,applies the fuzzy comprehensive evaluation model to the project,determines the index weight,calculates the comprehensive evaluation of the results,and obtains the conclusion of"qualified"for the whole project comprehensive evaluation,proving the validity of the index system.Finally,the thesis puts forward some countermeasures and suggestions of investment decision of the project from several aspects,summarizes the research achievements,and points out the future research direction of investment decision-making evaluation of large-scale construction projects.
