Group Decision-making Mechanism And Method Under Large-scale Construction Projects

Along with the development of human society, more and more large-scale projects are needed by people to meet their growing demand, however a lot of problems arise in the construction management of these engineering. As the core of the engineering management, decision-making has drawed the attention by more and more scholars. This paper which is based on the perspective of both qualitative and quantitative, mainly performs research on the issues of group decision mechanism under the environment of the large-scale project.After given the definition of the decision-making mechanism, this paper first analyzes the components of the group decision-making mechanism, including the decision-making principle, target, environment, information, decision-maker, object, organization, method, result and evaluation. Then research is made on the relationship of these components, and on how they mutual restrict and promote each other. Besides, this paper also discusses the process of group decision-making of large scale engineering compared to that of the traditional process. Then, the sub- mechanisms are illustrated in this part and then how to improve these sub- mechanisms under the specific conditions in China is also expounded.As one of the most important parts of the decision-making mechanism, the method of decision-making is also a key point in the scheme selection. Based on characteristics of the large-scale engineering and group decision-making, the evidence theory is chosen to solve the problem of the scheme selection. Through the introduction of the relative weight matrix, mass function structure is improved and the final mass function has included the weight information of both decision attributes and decision-makers. The problem of the weight-making is discussed at the end of the paper.Although the weights of attributes and decision makers are unknown, the mass function is solved by minimizing absolute deviation and setting the initial relative weight matrix. Additionally, an example is used to illustrate the validity and the application of this method.
