For 14 years(as of 2014),No.1 Central Document has been focusing on the “three rural issues”(agriculture,rural areas and farmers)which centers on farmer's income.Thanks to the strategy of “promoting agriculture through industry,and supporting rural development through urban progress” and the policy of “offer more,take less,give leeway”,a series of favorable policies have been released and strengthened,which alleviated three rural issues(esp.sluggish farmer's income growth and rural-urban income gap).In 2012,farmer's income growth has surpassed that of their urban counterparts.However,due to economic structural slowdown,structural conflicts of the supply side,industrial restructuring and upgrading and resource reallocation etc.,the sustainable growth of farmer's income is facing new challenges.This issue is further compounded by uneven regional development and regional economic differences.Hence,farmers income problem is still worthy of attention.In general,from the perspective of the urbanization process,the metropolitan suburbs are located in between of central cities and rural areas.Metropolitan suburbs rely heavily on cities and have different industrial structure and development level with rural areas.With the development of urbanization,a considerable part of these areas will develop into a large city expansion area and become an important magnet of rural industrial transfer.In the long run,suburb development model will become an inevitable path for rural devlopment.Therefore,this paper analyzed the income changes of farmers in Baiyun District of Guangzhou City from the aspect of metropolitan suburbs.The author tried to study the interaction between the income of farmers and the change of industrial structure in the process of urbanization by analyzing changes of rural income and influencing factors,so as to figure out a mechanism to promote rural income,find out ideas which can support regional long-term development,and provide local government with information for to decision-making.This paper combed through theories and characteristics of suburban urban development and influencing factors of farmer's income structure,which laid an academic foundation for this research.Secondly,the author studied general and structural changes of rural income,differences between urban and rural income in Baiyun district,Guangdong province and the country as a whole,which helped to shed light on economic development of metropolitan suburbs and the characteristics of farmer's income.According to the characteristics of farmer's income at different stages,factors influencing the rural income were selected.Through the regression analysis and principal component analysis,the main influencing factors of the income growth of farmers in Baiyun District of suburbs were obtained.The study shows that the income level of farmers in Baiyun District of metropolitan area and its growth trend have its own characteristics.The proportion of wage income is on the rise year-on.The proportion of income from household operation isfalling,and the income gap between urban and rural residents is smaller than that of the province and the whole country.In addition,among factors affecting the income of local farmers,industrial structure and urbanization rate are the most significant.Based on the above analysis,this paper argues that the metropolitan suburbs should avoid insufficient development planning and should not solely rely on urban development.The paper put forward basic idea of improving local rural income and regional long-term development,that is,give full play to the advantages of suburban regions,develop urban and rural areas through the optimization of industrial restructuring,coordinate urban and rural development,enhance rural human capital,increase financial investment in agriculture,and improve village governance mechanism.Local government should take a leading role in building and improving urban and rural compensation mechanism and allow suburbs to play a bigger role in driving regional economic progress.
