Research On Countermeasures For Promoting Agricultural Innovation-driven Development Under The New Normal

The Chinese government issued its Central Document No.1 in 2016 which named Some Opinions on Implementing the New Concept of Development and Accelerating the Modernization of Agriculture to Achieve the Goal of Overall Well-off Society,the document clearly pointed out that we should vigorously promote agricultural modernization,continue to strengthen the foundation of modern agriculture,improve the qualitative efficiency and competitiveness of agriculture.The Central Document No.1 has focused the “three rural issues” for 13 years since 2004,also has written the “agricultural modernization” into document title for 3 years since 2014.Currently,the fundamental solution for China's agricultural development lies in innovation,and how to promote agricultural innovation-driven development,and further strengthen the competitiveness of agriculture in the new normal has become a focus of attention of all parties.This paper begin with the keywords “new normal”,regarding agricultural innovation this central theme as the main clue,by understanding major policies on agricultural reform in recent two years,it studies on the main problems of agricultural innovation in China according to the basic requirements of the national development of agriculture under the new normal.This paper is divided into the following six parts:Firstly,in the introduction section;it mainly introduces the basis of the research,the purpose and significance of the research,the domestic and foreign research review,research ideas and methods,and the innovation of the paper.Secondly,it mainly expounds the theoretical basis of the new normal and agricultural innovation-driven,and on the basis of this theory,discusses the relationship between the new normal and agricultural innovation-driven and the significance of promoting agricultural innovation-driven development under the new normal.Thirdly,in this part,the author analyzes the current situation of the development of China's agricultural innovation From the agricultural science and technology,management system,financial management system and mechanism.Fourthly,by discussing several aspects: the agricultural science and technology,the government's public management,the agricultural management ability,the system mechanism and the circulation of agricultural products,this part analyzes the great challenge of the traditional agricultural development mode in the new situation.Fifthly,this part illustrates the current situation,the achievement and characteristics of agricultural development in both developed and developing countries such as the United States and India,we can obtain the experience of foreign agricultural innovation and development.Sixthly,this part mainly aims at the main problems of China's agricultural innovation development,combined with the practical needs of the agricultural development,and based on the advanced experience of agricultural innovation development in foreign countries,from the scientific and technological innovation,management innovation,business innovation,system innovation,business model innovation and put forward to accelerate the development of China's agricultural innovation drive policy recommendations.The author puts forward some policy suggestions to speed up the development of agricultural innovation in China,from the aspects of technological innovation,management innovation,format innovation,system innovation,business model innovation,etc.
