Research On Several Issues Of China's Innovation-driven Development

China's economic development is now in a status of new normal,the problem of which including uncoordinated,unbalanced,and unsustainable development gradually highlighted.The driving force of traditional economic development has been gradually weakened.The extensive growth mode can no longer last,thus new development momentum is needed.The 18th Party Congress put forward the implementation of innovation-driven development strategy,The Guideline on National Innovation-Driven Development divided China's innovation-driven development strategy into three steps,pointed out the the direction for the development.As the largest developing country,China has characteristics such as late-developing country and large economy,which is unique in the history of human development.However,China's path of innovation-driven has no predecessors,thus advance in exploration is necessary.So,what is the development of today's world-driven innovation,what is the circumstances innovation-driven development world wide nowadays?What experiences can we learn from international innovation-driven development?What are the advantages of China's innovation-driven development strategy and how can we make better use of these advantages to provide more strength for China's innovation?What is the lack of China's innovation-driven that constraints China's development?And.how to overcome these deficiencies?What is more that China should do to achieve innovation-driven development?These questions above are worthy of further study.There were a lot of researches about innovation-driven while Chinese government has made series policies to improve it.Because the concept of innovation is very extensive,this paper did not study every affecting factor of innovation,but trying to find out the deep-seated problem in Chinese innovation-driven and give some policy recommendations based on those researches.This paper analyzed the international experience of innovative development in the United States and Japan,pointing out that the two governments' plan of innovative development has helped them to keep their international competitiveness.Meanwhile,these two countries attach great importance to talents,therefore ensuring their process of innovative development.Subsequently,this paper analyzed a particular sample-the development of India's pharmaceutical industry on China's revelation,this case shows that the design of institutional mechanisms to promote innovation should be combined with the actual conditions of our country.This paper reviewed the history of China's science and technology policy and history since the founding of the People's Republic of China,summarized the current situation of innovation-driven development in China today:strong scientific and technological strength;rapid growth of innovation-related indicators and smaller gap between OECD countries;bad external environment;high social position of scientist with low citizen scientific literacy;through a questionnaire survey,knowing the current intention of young researchers career planning,that most of them are not satisfied with their payment.Using the case of shared bicycle,this paper analyzed fervent situation of China's venture capital,showing strong ability in business model innovation.China's special conditions have a unique impact on innovation-driven development.This paper analyzes the advantages and disadvantages of China's characteristics in innovation-driven development,these characteristics incloud the socialist system,large economic entity,late-development country and first tier cities in the construction of scientific and technological innovation centers.If a country's economy is to be driven by innovation,it must rely on the country's great capacity for innovation.The main way to measure a country's innovation capability is to select relevant indicators,and use principal component analysis and synthetic index method to measure.Nowadays there are two well-known indices that measure China's innovation capability--Global Innovation Index(GII)and China Innovation Index(C?).In the following content,this paper ties to correct the underestimate that GII had made to China's innovation capability.Then through decomposing of China's innovation index and analyzing of relevant data,this paper found that the current deficiency of innovation in China.The cause of this problem is the lack of enterprise innovation and original innovation ability.The reason of lacking enterprise innovation is that the technical blockade and foreign "high-tech suppression",companies in late-development country are difficult to profit through innovation under open conditions,meanwhile,the state-owned enterprises with innovative ability are lack of innovation power because of the irrationality of the assessment mechanism.There are four reasons contribute to the lack of original innovation ability.First,the investment in R&D in China is unreasonable.Second,the evaluation system of scientific research is unreasonable.Third,China lacks high-level scientific and technological talents.Last but not least,there is not enough support for young researchers.Based on these issues,combined with international experience and national reality,in order to achieve innovation-driven development,this paper presents some releavant policy recommendations based on scientific innovation and institutional innovation.
