The Study Of Industril And Commercial Administration Based On Deferring Non-Capital Fuction

The 'huge city diseases' in Beijing becomes heavier and heavier during the past several years; the central government provided 'deferring non-capital function' as the prescription for the population, traffic,medical and education issues related to 'huge city diseases'. 'Deferring non-capital function' is a huge system project; so many government departments are involved. Industrial and Commercial Administration takes a very important part in the project and takes the key role in market admittance,bazaar dismissing, market supervising, market cultivation and market service. While, the function of Industrial and Commercial Administration is transferring from management to service, since the central government ordered all level government to 'simplify procedures and delegate power'. It is an important topic how to draw a clear line between the 'visible hand' of government and the 'invisible hand' of market. The author of this paper researched many papers at home and abroad, visited some businessmen, customers and public servant, found some issues of Industrial and Commercial Administration in 'deferring,and tried to put forward the countermeasures to solve the issues.
