In practice, governments, especially emerging economies, always hope and are trying to play a more and more important role in enterprises'innovation. "To strengthen the government intervention and promote achievements" has become an academic consensus. Existing theory shows that the relationship between the government intervention and enterprises' innovation performance is not stable and consistent.Following existing research methods, this article used the database including 443 manufacturing innovative enterprises in China from 2008 to 2011, combined with the system structural equation and based on industry and regional characteristics to research the differential relationship between the government intervention and enterprises'innovation performance by building the framework of "government intervention - contextual features -innovation performance". Different from existing literatures and empirical studies, this paper focuses on the specific performance of the relationship between the government intervention in different stages innovation and enterprises' innovation performance and the moderation mechanism of the regional and industry heterogeneity on the relationship between the government intervention and enterprises' innovation performance.The empirical results show that the government intervention in a single phase produces an inhibitory effect on enterprises' innovation performance. That is, the government intervention on enterprises'innovation only on the initial stage and only on the experimental stage cannot promote the enterprise's innovation performance; Multi-stage government intervention on enterprises' innovation have a significant role in promoting their performance. That is, the government intervention on the initial stage and experimental stage simultaneously can promote the innovation performance of enterprises, and the government intervention on the initial stage and market-stage of the innovation simultaneously will have a more significant impact on the innovation performance of enterprises.The moderation of all levels of the contextual factors on the relationship between the government intervention and the enterprises'innovation performance have a larger difference. The R&D internationalization strategy can effectively improve the breakthrough innovation performance, moderate positively the gradual innovation performance of the government intervention, but negatively for the gradual innovation performance of the government intervention. In addition, compared with the non-high-tech industry, the government intervention has a more obvious inhibitory effect on the innovation performance for the high-tech industry. Compared with the central and western regions, the government intervention has a more obvious inhibitory effect on the innovation performance for the eastern region.The empirical results show that the analysis of the relationship between the government intervention and enterprises' innovation must go beyond the static and unity of the government intervention. By discovering the complex moderation mechanism of the internationalization innovation strategy of enterprises and the industry and regional characteristics, this paper provides a new interpretation on the relationship between the government intervention and enterprises'innovation. There is a practical significance for those high-tech enterprises in different regions to handle correctly the relationship between the government intervention and the capacity-building.
