With the rapid development of China's multimodal transport and the improvement of people's living standards, the fast freight market is more and more open, the level of marketization is also higher. In market competition, prices are often the decisive factor in achieving high market share. In order to make the railway play its transportation advantage and participate in the fast freight market competition, the state began to relax the direct control of the railway enterprise freight prices and introduced several relevant price floating policy to give the railway transport enterprises a certain pricing authority. If railway transportation enterprises want to participate in market competition well, the transport pricing must be flexible. The transport prices can truly reflect the supply relationship of the market, which also resulted in the railway fast freight unified pricing status and flexibility requirements of the contradiction has become increasingly prominent. Therefore, in accordance with the economic attributes and characteristics of the railway, develop a scientific and rational transport price that can make rail transport enterprises adapt to the increasingly fierce competition in the market, is an urgent need to study the important issue.The main contents of this paper are as follows:(1)This paper introduces the basic theory of the pricing of railway fast freight products in China, summarizes the concept, characteristics and organization form of China 's railway express cargo transportation, as well as the main railway fast cargo transportation products and main supply.(2)Based on the basic theory of railway freight transport product pricing, this paper analyzes the present situation and existing problems of the pricing setting policy of railway fast cargo transportation products. The railway fast freight tariff pricing strategy is determined under market conditions based on the analysis of the railway fast cargo transport market environment and market competitors to improve the railway express market share.(3)This paper analyzes the occupancy rate of each transport mode in fast cargo transportation market. And goods of rail freight market are classified according to the freight volume, and the properties and the trend of various types of goods in recent years are analyzed.Then the current railway express market challenges facing is put up.(4) Based on the analysis of the influencing factors of freight shippers selecting transportations, the model of cargo owner probability selection on the fast cargo transportation market based on the non-set theory is established to represent the market share of each transportation mode.(5) The paper then proposes a product pricing model of railway fast goods transportation Based on the market-oriented: the objective of the upper planning model is to minimize the generalized cost of the owner, and the goal of the lower planning model is to maximize the freight of the railway. Particle swarm optimization algorithm is proposed for solving the bilevel programming model.(6)Finally, the pricing theory of railway fast cargo transportation products under the conditions of marketization is combined with the actual situation, and the model is verified by the quick cargo transportation between Chengdu and Guangzhou.Through the calculation and analysis, the bilevel programming model established in this paper can satisfy the actual transport problem, playing a certain reference role for the railway freight pricing.
