With the fast development of tertiary industries such as online shopping and e-commerce,the demands for express and high additional value transport are increasing rapidly.In rencent years,high-speed railway is developing rapidly in china,the express transportation service has been carried,A certain amount of freight transportation has been carried out by using high-speed railway,which has the characteristics of fast,safe and punctual.The emergence of high-speed railway will not only enable people to have more transportation options,but also alleviate the loss of railway freight in recent years.however,the high-speed railway express service is just started.In the face of this transport product is a clear alternative to transport,competitive goods transport,the rationalization of tariffs related to the transport services can be carried out in the fierce market competition,in the future,there is sufficient demand for express delivery market,and operation method of freight emu on high-speed railway,it is not only significant that the determinations of price,but also for the carriage of goods by rail type other than bulk reference in determining the freight transportation price.First of all,defined the concept of high-speed railway express and discussed the development status of high-speed railway express in this paper.analyzed the influencing factors of the determinations of high-speed railway express pricing and estimated the cost of the freight train.Then starting with the technical and economic advantages of high speed railway and the goods owner's choice behavior,analyzed of the choice of goods owners under the multi-transport mode of competition,and established a more comprehensive generalized transportation cost function of express,and using Logit model to analyze the relationship between the price and cargo traffic,the rate and benefits.Considering the interests of railway departments and goods owners,established the bi-level planning model to solve the problem of formulate high-speed railway express pricing.The upper planning model is described as the railway department hoping to the biggest gain;Applied Wardrop equilibrium principle of the arrival of the goods flow in the flow of integrated transport network,established the lower programming model based on user equilibrium principle and system optimum principle respectively under the condition of single commodity or large cargo and possible managers induced traffic,and considering the total demand is affected by freight to lower level programming model was improved,analyzed the relationship between the lower level programming model and upper level programming based on two principles,and using the heuristic algorithm based on sensitivity analysis,through the upper and lower iterative approximate global optimal solution.Putting forward the relevant suggestions for high-speed railway express freight.An example is given to verify the feasibility of the theoretical method.Finally,Putting forward a bi-level programming model based on cumulative prospect theory is proposed for freight rate analysis.
