With the continuous development of social economy, China’s medical and health undertakings have made great progress, residents of basic medical insurance to be more popular. Basic medical insurance as an important part of the social security system is to eliminate the urban and rural residents "difficult to see a doctor,expensive" problem of the fundamental and effective institutional arrangements. The basic medical insurance of urban residents and the new rural cooperative medical system complement each other,basically covering the vast majority of China’s urban and rural residents, but due to the existence of urban and rural barriers, industrial structure adjustment, the acceleration of urbanization process,resulting in two Kind of system independent operation,can not communicate with each other, but also difficult to transfer and effective to undertake,resulting in the waste of existing resources and unreasonable use. Therefore,in order to achieve the "universal health insurance", China has carried out in some areas of the city health insurance and the new rural cooperative system convergence and integration of the beneficial attempt,accumulated a certain valuable practical experience.Based on the theories of adverse selection theory, fair theory, urban and rural theory and public goods theory, this paper summarizes the research situation of basic medical insurance system at home and abroad, and provides reference for the research of this paper. Taking Yingkou City of Liaoning Province as an example, this paper studies the basic medical insurance of urban residents and the new rural cooperative medical system. Based on the analysis of the current situation of urban residents’ basic medical insurance and the new rural cooperative medical care in the region, the author finds out the problems and problems of the two kinds of basic medical insurance systems, analyzes the feasibility of the two basic medical insurance systems, Draw lessons from the relevant experience at home and abroad to explore the countermeasures to solve the problem.Through the comparison of the policy and current situation of the basic medical insurance for urban residents in Yingkou City of Liaoning Province and the new rural cooperative medical system, there are differences between the two systems in terms of the coverage of the insured person, the financing methods and standards, the payment methods and the medical treatment The The independent operation of the two basic medical insurance system has created the following problems, namely, urban and rural dual division of the health insurance system lack of fair, personal payment of the organization cost is high, long management waste of resources, poor government regulation,voluntary participation in the "adverse selection "And" moral hazard "hidden dangers, low level of integration led to poor risk of resistance and so on.Based on the analysis of the medical insurance system in Yingkou City and the advanced experience of other countries and regions at home and abroad, this paper puts forward some suggestions on how to integrate the basic medical insurance system of urban and rural residents in Yingkou City, that is, increase the government investment and realize the urbanization system , The establishment of "a system of multi-file"payment standards and treatment standards, the establishment of a sound urban and rural residents supervision system to achieve the management system of the overall management to determine the long-term insured relations.Through the above discussion, this paper discusses the feasibility of the basic medical insurance system of urban and rural residents in Yingkou City at present stage,so as to be able to explore the basic medical insurance system and mechanism of urban and rural residents in order to further explore the relevant policies And system design to provide reference and reference.
