Since the reform and opening up,China's private economy has grown and become an important part of the socialist market economy,accounting for more than half of the national economy,has made important contributions to China's modernization drive.Since the international financial crisis,the world economic recovery is slow,China's economy has entered a growth shift,transformation and upgrading,the new normal of power conversion.As the most dynamic and creative economic form in the market economy,the private economy is the hope of the Chinese economy to realize the innovation driven,transformation and upgrading.Under the new normal,how to further break the institutional barriers to the development of private economy,and promote the rapid and healthy development of the private economy,local governments at all levels must do a good article.Yangquan City,Shanxi Province,is a coal resource city.Since the reform and opening up,the municipal government seriously implemented the national,provincial and municipal policies on the development of the private economy,by strengthening organizational leadership,increase financial support,optimize the development environment,a series of measures to perfect the service system,effectively promote the development of private economy.The overall strength of the city's private economy continues to increase,the proportion of the national economy has increased year by year,it has made important contributions to economic and social development.However,compared with the whole country,the province's advanced areas,regardless of size,quantity,efficiency,there is a big gap.Especially since 2013,affected by the macroeconomic situation,the development of private economic stagnation,growth and benefits continued to decline,a substantial decline in private investment,for the steady growth,adjusting structure,promoting employment has brought a greater impact.Accelerate the development of private economy has become the hope of making up the short board of Yangquan.Therefore,this article from the perspective of government management in Yangquan city as the research object,grasp the objective status of local government to promote the development of private economy,in-depth analysis of the main problems existing in the local government to promote the development of the private economy and the reason,based on the local government to promote rapid and healthy development of the private economy and puts forward the countermeasures and suggestions,both for the the local government decision support,or rich have important significance of local governance theory.This paper consists of four chapters,the first chapter introduces the concept and characteristics of China's local government,private economy,mainly from the Keynes state intervention in economic theory,theory of government economic management function elaborates on the theoretical foundation of the local government to promote the development of private economy.The second chapter from the Yangquan municipal government to promote the development of private economy in the history,the main methods and achievements of the three aspects of research and analysis,accurately grasp the status of local government to promote the development of private economy.The third chapter based on the analysis of current situation,in-depth analysis of the Yangquan municipal government to promote the development of private economy in the implementation of the policy is not in place,financial services are not in place,innovation environment,private enterprise property rights enforcement,government affairs environment five aspects of the problems and reasons.The fourth chapter combined with China's current economic and social development,for the local government to promote the main problems in the development of private economy and the reasons respectively from accelerating the transformation of government functions,optimize the development environment of private economy;improve the public service system,to solve the problems in the development of private economy;encourage entrepreneurship,expanding the total private economy;increase the industrial guidance.And promote the transformation and upgrading of private enterprises;strengthening education and training,improve the administrative ability five aspects of the countermeasures and suggestions on local government promoting the private economic development more rapidly and healthily are put forward.
