The Case Studies On The Municipal Government Of Wujiang To Promote The Development Of The Private Economy

Since we entered the21stcentury, the private economy has become an importantdriving force for the development of China’s national economy, and contribution toemployment, finance, taxation is self-evident. Under decentralization of the central andlocal, local government is more active, which serves as an unprecedented opportunityand challenge for development of private economy. As a developing country, China hasweaknesses in its market economy and government management to a varying degree.Many problems in private economic development bear close relations with the role ofgovernment. We must solve properly the problem of local government under-interferingand over-interfering and make a repositioning in line with the real conditions so thatlocal government could promote the development of private economy.From a case of Wujiang, this thesis studies the role of local government inpromoting the development of private economy. Wujiang, the south gate of JiangsuProvince, borders Shanghai to the east, Zhejiang to the south, Suzhou to the east andTaihu to the west. It positions in the Su-Hu-Zhe Yangtze River Delta economic circlecentrosome, which is unique advantages for developing the private economy. During the“Eleventh Five-Year Plan” period, after experiencing two “private economy riseschemes”, Wujiang made new headways in aggregate, scale, social contribution, qualityof private economy. It was credited as a “leader” of private economy in the entireprovince by then provincial party secretary Li Yuanchao. In May2012,25573privateenterprises have registered in Wujiang with a capital of100.19billion Yuan, making itthe province’s third county-level city with a private enterprises registered capitalexceeding a trillion.This paper uses case study method, on the basis of the new public managementtheory and local government competition theory, makes use of theoretical analysis andpositive analysis and discusses systematically the role of Wujiang government inpromoting the development of private economy. Firstly, this paper theoretically analyzesthe function of the local government to manage the private economy, and defines theconcepts, then straightens out the relationship between the local government and the private economy and researches the function particularity of the local government tomanage the private economy. Secondly, it describes the cases of the municipalgovernment of Wujiang to promote the development of the private economy, studies thestages and its characteristics of the private economic development in Wujiang andanalyzes the role of the local government in every stage. Thirdly, it analyzes the drivingforce of the local government of Wujiang to promote the rapid development of theprivate economy and straightens out the relationship between the government and theprivate economy. Fourthly, it explores the problems existed in the government ofWujiang to support the development of the private economy and tries to explain thecauses. Fifthly, according to the above analysis, it puts forward some references andenlightenment in order that the local government can play a good role on promoting thedevelopment of the private economy. From the microscopic view on the Wujiang city,this paper provides a research on the role and influence of the government of Wujiang topromote the development of the private economy, which has the certain theoreticalsignificance and practical significance to promote the development of the privateeconomy in Wujiang and the development of the socialist market economy of ourcountry.
