Research On The Incentive Mechanism Of Agent Construction System Project About Primary And Secondary School Buildings In Two-Oriented Society Perspective

Agent Construction System,as a major mode of government investment non-profit projects,has been promoted in the country and achieved good results.The system has been frequently adapted in the government investments of primary and secondary school buildings in recent years,but the current use of Agent Construction System,quality and duration as the basic goal,takes it less consideration that we should conserve resources and protect the environment,which is not fit for the development of two-oriented society.It is a key issue at this urgent stage needed to be resolved how to integrate with the concept of two-oriented society during the process of building primary and secondary architecture.Therefore,this paper in the "two-oriented society" perspective,based on the principal-agent theory and incentive theory,adapted the literature review method and AHP-fuzzy comprehensive evaluation method,which further discussed the incentive mechanism of the agent construction system project in the government investments of primary and secondary school buildings,and achieved the following results:Firstly,with the agency theory,based on the two-oriented society perspective,the paper analyzed the relationship between the two sides of the agency which serves as an application for Agent Construction System in the government investment of primary and secondary school buildings,and made a deeply research on the reverse-selective problems and moral hazard issues generated by the relationship;the paper also established a index system for choosing the comprehensive capacity of agency based on the primary and secondary school construction characteristics,made a comprehensive evaluation of the intended agency with fuzzy comprehensive evaluation method and explained how to apply the method to choosing the most suitable agency according to case studies.Secondly,considering the project observable tasks(investment,schedule,environmental protection,quality)and non-observation mission(saving resource)of these five variables,the paper established a multi-task principal-agent model,further discussed how to use incentive contracts to increase the motivation of agency in government investment projects,which highly strengthened the consciousness of responsibility,fully accomplished the efficiency of Agent Construction System,ensured the quality of projects,reduced waste of resources and laid a foundation of thesis for optimizing incentive mechanism of Agent Construction System.Finally,by establishing a reputation model under the recessive mechanism and solving the model analysis,the paper accomplished the best strategy between the cooperative and non-cooperative agency,put forward the corresponding safeguards,and gave full play to the function of reputation mechanism.
