Municipal infrastructure project referring to urban road, public transport, heating, water supply, sanitation facilities can influence people’s daily life. It’s non-profitable character determines that it should be mostly constructed by government. For a long time, traditional management mode can’t meet the need for society development and the market economy, with the reform deepening of investment system, the construction management mode of government investment project have changed the integration mode to the ‘investment, construction, management, use’ separation mode, state related ministries and commissions including some local government have make some useful effort to the agent construction management mode of the government investment project.The state council formally approves the files of ‘the decision on the investment system reform’ on July 16, 2004. One of its highlights is the agent construction system will be nationwide implemented in government investment project. The government selects professional project management company(agent constructor) as legal person in construction period through bidding method. The company is responsible for the investment management and construction implement, the project will be controlled the investment, quality and the period by the company and transferred to the use unit finally. So, the agent construction system can overcome the disadvantage of traditional management mode and improve the management level also the whole society investment benefit in field of construction management of government investment project. The agent construction system referring to the management mode of the western developed countries can adapt to the current situation and creat benefit for owners. However, the agent construction system is a new thing currently, and its theory is imperfect, many problems appear in practice. We should make more research continuously to perfect the agent construction management mode. So, the systematic research of Qingdao municipal infrastructure project’s agent construction management mode has important theoretical and practical significance for its standardized operation.Firstly, this article combines theory and practice, as well as literature research and case study to introduce the conception of the government investment project and agent construction system, and explain the management modes as well as the common feature of the government investment project in developed country and areas. Meanwhile the paper lists the management modes of representative cities and Qingdao city, and makes game analysis of the principal-agent relationship for government and the agent constructor according to the principal-agent theory. It uses game model to research the incentive and restraint mechanism and make policy recommendations to the agent constructor. Secondly, under the agent construction mode this paper discuss the system construction and management including rent-seeking behavior, system construction, hearing, bidding management, legal status of the agent constructor, market access condition, dynamic management, mode selection mechanism and so on between government and agent constructor. After this, the paper analyzes the theory basis, necessity and specific implementation of agent construction system used in municipal infrastructure project. Finally, it makes the agent construction system of municipal infrastructure project in Qingdao Sifang eastern area as an example, analyzes its agent construction mode and application effect. It points out the existent disadvantage and makes advises for agent construction system in Qingdao.
