Since 2010, China has become the world's second largest economy. And the development of e-commerce has made a great contribution to this. With the increasing of economy and the development of e-commerce, the life-style and consumption concept of Chinese people has changed. Meanwhile,there are a lot of manufacturing industries that have long-period of manufacturing and short-period of selling within a supply chain. Form all aspects, the need for high logistics timeliness is growing with each passing day. And air transport happens to have natural superiority over this.Nowadays,the express industry is providing air transport service through ways of purchasing or renting. However, under the continuously perfecting of infrastructure,how to build new infrastructure by reasonable network and make it convenience for operation has become an urgent affair for air express industry.In order to meet customer logistics requirements, reduce the operating costs of express companies, and effectively make use of limited airlines, cargo planes and passenger aircraft resources, this thesis proposed a hub-and-spoke air transport network with a core hub airport according to the operation pattern of international express giant UPS, combing with the reality of China's express industry market.Firstly,this thesis analysis the node type within the network to confirm the core hub airport, regional hub airport and ordinary airport. By using the method of qualitative analysis,the selection factors system and the selection procedure of core hub airport is established form the operation view of express enterprises. Then this thesis analysis the hierarchy of the network and establishes a regional hub selection linear programming model aiming at the minimum of transport cost. To ensure the relative authenticity of the cost,the fixed operating costs of the entire cargo plane is considered when it is used as main transportation. When regional hub airport is selected,gravity model method is adopted to confirm the connection between all ordinary airports and regional hub airports and the final network is designed. Last but not least,effect evaluation analysis is carried out to ensure the design feasibility.To verify the scientificity of this design, taking SF Company as an example, Ezhou Airport is chosen as the core hub airport. Meanwhile Beijing, Chengdu, Hangzhou and Shenzhen are chosen as regional hub airports. The assignation relation between non-hub airport and regional hub airport is confirmed, and the result shows that the new design can save 4.36% of the transportation cost compared with the transportation cost of original aircraft belly warehouse peer-to-peer network.
