Scientific and reasonable evaluation of HRM effectiveness can help to find out the advantages and disadvantages of HRM in the process of HRM,and contribute to the improvement of overall performance and competitiveness.However,in practice,due to the lack of scientific,operational HRM Effectiveness evaluation index system,many companies can't prove that HRM practice brings value to the enterprise,scientific and technological enterprise is no exception.Therefore,it is an urgent problem to construct a scientific and effective scientific and HRM Effectiveness evaluation index system of scientific and technological enterprise.Based on the reviewing of the relevant literatures at home and abroad,this paper constructs five levels of HRM effectiveness evaluation index,including 17 factors and 46 specific indicators by modifying and integrating the relationship between traditional BSC and analyzing the factors that affect the effectiveness of each dimension.And the HRM effectiveness of a scientific and technological enterprise in Henan Province was evaluated by using the constructed HRM effectiveness evaluation index system.The results showed that the HRM effectiveness of the five levels of HRM was at a good level and the level of social Effectivness was the lowest,and then put forward the improvement strategy for the shortcomings.The innovation of this research is to revise and integrate the traditional BSC,increase the social dimension,and combine the scientific situation with the actual situation of the scientific and technological enterprises,and change the financial dimension to the dimension of technological innovation,which is a new attempt of BSC theory.
