Research On The National Audit In Promoting The Implementation Of Public Policies And Measures

At this stage,the key period of reform and development in China society,CPC Central Committee and the State Council,for the comprehensive deepening reform,optimizing the industrial structure,achieving economic transformation,issued a series of major public policies and measures.As an important part of the national supervision system,the National Audit is responsible for supervising the whole process of power operation.On the National Audit conference 2011,the Auditor General Liu Jiayi clearly put forward "strengthen the follow-up audit of the implement of CPC Central Committee macroeconomic policies and measures and major investment projects,to promote government decrees,to safeguard the public policies and measures put in place." On October 27,2014,issued the "State Council on strengthening the audit opinion"(Guo Fa 2014 No.48),based on a profound understanding of the spirit of the Third and fourth Plenary Session of the 18 th CPC Central Committee,further clarifies the proposed National Audit work to promote the implementation of the major government decisions and the relevant policies and measures,and to promote the sustained and healthy development economy and society.In this paper,from the perspective of public policies,regarding the new public management theory and J-curve effect theory as the scientifically theoretical basis,using the method of literature analysis method,comparative analysis method,induction and deduction method and other research methods,through combing the relevant public literature at home and abroad,put forward the National Audit to promote the implementation of public policies and measures.Firstly,this paper studies the theory and practice of the implementation of public policies and measures at home and abroad,and systematically expounds the basic principles of the National Audit to promote public policies and measures.Then,this paper,combined with the implementation of the National Audit in the past years,analyzes the current status of National Audit in China,in promoting the implementation of public policies and measures.Then,based on the analysis of "Troubled Asset Relief Program" and "the State Children's Health Insurance Program",summed up characteristics of the follow-up National Audit of the implementation of public policies and measures,and the relevant experience of promoting the implementation of public policies and measures.Finally,based on the new public management theory,this paper puts forward some suggestions of the National Audit further improving the implementation of public policies and measures.In this paper,combined with the current development trend of our country,put forward the National Audit as the "five in one" role to promote public policies and measures,and use the new public management theory to illustrate the relationship between the National Audit and public policies and measures.Then,through the introduction of J-curve effect theory of International trade theory,and the implementation process comparison of public policies and measures,track the National Audit focus of public policies and measures.Put forward innovative strategies and regulatory proposals,at the end of the paper,on how to further improve the National Audit to promote the implementation of public policies and measures,which are from the seven aspects,as to enhance the concept construction of the National Audit to promote the implementation of public policies and measures,to optimization the organization of National Audit to promote the implementation of public policies and measures,to establish the evaluation system of the National Audit on the implementation of public policies and measures,to optimization the ability of the National Audit staff,to improve the National Audit quality of promoting the implementation of public policies and measures,to strengthen the rectification of the National Audit to promote public policies and measures,and to establish of the open system of the sound National Audit to promote the implementation of public policies and measures.
