The Impact Of National Audit On The Supply Of Local Public Service

The purpose of national audit is not only to expose the problem,more importantly,is to correct the error,improve the system,and deepen the reform.As a short board in China's economic and social development and urbanization,the supply of public services has become an important part of the structural reform of the supply side.It is also one of the realistic goals and fundamental tasks of the national audit governance.First of all,this paper summarizes the mechanism of national audit governance affecting the supply of public services.The function of national audit governance is conducive to local public service supply through punishing corruption,correcting the preference of local governments,improving fiscal transparency and spillover effects.Secondly,this paper analyzes the status quo of the national audit and public service supply,and the coordinated development between the two.The results show that the ability of national audit governance and the regional economic development do not exactly match each other,and the capability of audit in the central,eastern and western regions decreases in sequence;the larger the size of the city,the stronger the ability of national audit governance;the ability of national audit governance in the eastern part of the country showed an overall downward trend,while the performance in the central part of China was moderate,while that in the western part showed a growth trend;the level of public service development is closely linked with the level of regional economic development,and the ability of public service provision in the eastern,central and western regions decreases in sequence;the level of public service development is not completely positively correlated with the size of the city,the supply capacity of public services in large cities and above is the strongest,and the metropolis of type II is the worst;the time series of comprehensive development of public services changes steadily and shows no growth trend;the overall coupling and coordination of public service supply is weak,the level of coupling is in the stage of antagonism,the overall coordination is at a low level,and the change of time series does not show a clear growth trend;the degree of coupling and coordination between audit governance and public service supply in the eastern and central regions is basically the same,and the coupling and coordination in the western region is the worst;the degree of coupling and coordination among cities at different levels increased with the increase of city size,and large and above cities,I-type cities in a moderate phase of coordination.Thirdly,the dynamic space Durbin model is used in this paper to analyze the influence of national audit governance on local public service supply and its spatial effect from 2006 to 2012 urban panel data.The results show that the national audit governance in both the short and the long term will help to reduce public service supply gap between the city and the high public service supply city,and long-term effect is greater than short-term;but the indirect effect of national audit,the improvement of the city's national audit governance in the short and the long term has expanded the relative gap in the public service supply of the surrounding cities.Further studies have found that national audit help to improve the supply level of education and public transport services in the city and surrounding cities,and its long-term impact is greater than short-term;national audit,despite its effective reduce the public services supply gap of the city's health care and environmental protection,had amplification effects on the surrounding cities.The improvement of the national audit governance contributes to narrow the gap in the city's water supply,power supply,gas and other public services supply,but no obvious spillover effect on reducing such public service supply gap of the surrounding cities.Compared with the supply of public services between inter-provincial cities,the full play of the national audit governance function has a greater impact and the stronger spatial spillover effect on the public services supply gap among the cities in the same province.Finally,according to the empirical analysis outcomes,this paper provides the thoughts and policies of supplementing local public service supply shortages through national audit governance.
