The Research On Rural Land Circulation Problems Under The 'Separation Of Three-Right'

The land system is the foundation of rural economic development.Studying how to further carry forward the land circulation under the mode of separation of three rights plays an important role in solving the practical problems,raising the level and accelerating the sustainable and healthy development of land circulation,and promoting the economic and social undertakings development.At the same time,land circulation is actually the social and economic activity driven by policies,and policies,systems and the government management will inevitably affect the farmers' decisions on land circulation.The design of this thesis is listed below.Firstly,it will illustrate the significance and influence that the land circulation has on the new rural construction in terms of the concept of land circulation and its development.Secondly,the thesis will present the significance and influence that the land circulation has in terms of the development of the mode of the separation of the three rights and the implementation of the certification and confirmation of the land right.Lastly,the author provides four approaches to optimize and localize the government's functions.1.Accelerating the establishment of supervision system in rural land circulation.2.Clearly defining range line between the subject of land ownership and the land property right.3.Promoting the surplus rural labors transfer.4.Perfecting the related policies and regulation in land circulation.Moreover,the author also proposes five methods in promoting the normal development of rural land circulation.1.Maintaining the achievements in enlarging the work of rural land rights confirmation and certification.2.Enlarging publicity of the land circulation.3.Regulating the land circulation.4.Perfecting the social security system in rural areas.5.Giving more financial assistance and financial credit supports.As an in-depth interview after the certification of the land rights confirmation and clarifying the subject of the land ownership,this thesis,through listening,counting andanalyzing the farmers' thoughts and suggestions about the land circulation,summarizes the land problems and makes certain contributions for the government to implementing the land circulation.
