Under the background of the new normal,Chinese economic slowdown and the mode of economic growth is shifting from resource-intensive to resource-intensive,the industrial structures is shifting from labor-intensive manufacturing to services and quality manufacturing.So the development of science and technology enterprises is important.Technology companies usually has a high risk characteristics,at the same time,the financing demand is bigger,so the fusion of science and technology industry and financial industry will be helpful to scientific and technological enterprise seeking financing.To improve the regional science and technology financial services system is one of the core tasks of developing science and technology finance in various countries and regions and promoting innovative development.In view of this situation,this paper first reviewed the classic literature at home and abroad,then combined with the experience of foreign technology and financial integration,and the characteristics of technology and financial services in other provinces and cities of China,and analyzed the bright spots and shortcomings of science and technology financial services in shandong province.Since then,the time-varying parameter state space model is established through EVIEWS software to analyze the dynamic effect of financial service of science and technology,and use MATLAB software to research the expenditure on scientific research,the number of major scientific and technological achievements,the scientific research and comprehensive technical services output of simulation.Finally,the suggestions are put forward based on the above analysis from the government,financial institutions and professional services organizations and enterprises.
