Research On The Construction Of Science And Technology Financial Service Platform In Hebei

With China's economic growth entering a new normal,technological innovation and financial innovation have become a new driving force for stimulating economic growth.Since 2011,the government has launched two batch of pilot reforms in technology and financial integration to promote technological innovation through innovative financial services.To this end,a large number of technological financial platforms have been established in the pilot area.The practice shows that the establishment of the scientific and technological financial platform plays an important role in providing investment consultation,information service,bridging,technical guidance and policy consultation.Hebei province is located in the national strategy of Xiongan New Area and the strategic position of coordinated development of Beijing,Tianjin and Hebei.The degree of the development of science and technology finance is not matched with the scientific and technological financial strength.In order to reverse the serious lag situation in the development of science and technology finance in Hebei Province,to improve the level of scientific and technological innovation in Hebei province and to make full use of the scientific and technological financial resources of Beijing and Tianjin,it is necessary to establish a scientific and technological service platform which can serve the main body of all kinds of science and technology finance and supply for all kinds of science and technology finance.The research content of this paper is divided into four parts: first,it studies the realistic basis of building the scientific and technological financial service platform in Hebei Province,mainly including the development of scientific and technological innovation to provide a large number of scientific and technological achievements for the platform construction.The service innovation of financial institutions has accumulated rich experience for the platform operation,and through the small and medium-sized scientific and technological type in Hebei province.The research of enterprises put forward that the development of the small and medium sized enterprises in Hebei province has formed a great realistic demand for the platform.Finally,through the evaluation of the scientific and technical financial integration efficiency of Hebei Province,the development level of science and technology finance in Hebei province is analyzed,and it is proposed that Hebei province has already had the scientific and technical financial base to build the scientific and technological financial service platform.Second,through the Zhongguancun science and technology financial service system,Jiangsu science and technology financial service platform and Chengdu profit and technology financial services platform for in-depth study and learn their mature experience.Third,it puts forward the construction plan of the basic framework of the "five in one" science and technology financial platform.The "five in one" includes the scientific and technical financial information service platform,the scientific and technical financial docking platform,the investment and financing service platform for science and technology finance,the scientific and technical financial intermediary service platform and the integrated service platform of science and technology and finance.The operation mechanism of Hebei science and technology financial service platform.Fourth,relying on the Internet cloud computing ability to form the platform technical support,set up a special scientific and technological financial service platform operation organization,set up the Hebei Province scientific and technological innovation risk investment guidance fund,set up the Hebei science and technology loan financing Guarantee Corporation,speed up the construction of the Hebei Province Enterprise credit system and continuously expand the scientific and technological finance talent team put forward the safeguard measures for the operation of Hebei science and technology financial service platform.The innovation of this paper is to make a thorough study of the practical basis for building a scientific and technological financial service platform in Hebei Province,and put forward the "five in one" implementation scheme,operating mechanism and safeguard measures for the operation of the scientific and technological financial service platform.This study provides a reference basis for the Hebei provincial government to formulate policies for the development of science and technology finance.The deficiency is that the field investigation of this paper is based on all the agricultural science and technology parks and some high-tech industrial parks above the provincial level.It lacks in-depth investigation of Tangshan and other high-tech industrial parks,and does not complete the full coverage of the research.The analysis of the problems is still not full,and the representative of the research conclusions are still available.It needs to be improved.
