The Research Of The Performance Evaluation Of Venture Capital Guidance Fund

Venture capital guidance fund is a kind of policy fund which is set up by the government and operated in the market-oriented way.It is developed mainly by the support of venture capital enterprises,and guide social funds to join venture capital.In order to give full play to the guidance role of venture capital and expand the policy effect that venture capital guides the fund,it is necessary to make strict assessment and strong supervision over the operation and use of the fund.China's venture capital guidance fund started late,and it has developed rapidly and achieved fruitful results in the relevant areas.However,it has also exposed many problems caused by the lack of performance evaluation system.So built and complete the performance evaluation system and summarize the work experience of the previous stage,which is of great significance to enhance the quality of operation in the next stage.After clarifying the basic concepts of venture capital guidance fund and performance evaluation,this paper summarizes and combs the operation experience of the fund-related operation mode and performance appraisal system of venture capital investment in developed regions at home and abroad,and systematically analyzes the various objectives which effect the performance evaluation of venture capital;and then use the Delphi Method to filter performance evaluation index and the AHP to determine the weights of different objectives,and build the venture capital guided fund performance evaluation index system including policy performance,economic performance,and management performance.Taking Qingdao Venture Capital Guided Fund as an example,the author use FCE to evaluate the fund and puts forward the corresponding countermeasures in improving the policy performance,economic performance and management performance.Finally,the conclusion of the research on the performance evaluation of venture capital guide fund,the shortcomings and shortcomings of the theory and the future research direction are summarized.
