Research On Performance Evaluation Of Venture Capital Guidance Fund In Hebei Province

Venture capital guiding fund is a special fund set up by the government to encourage the development of venture capital enterprises.Regulating the operation of venture capital guiding fund,supervising and managing it in time and assessing it regularly will help the venture capital guiding fund to play a better role and realize the original goal of the venture capital guiding fund.The purpose of setting up the venture capital guiding fund in Hebei Province is to gather social capital and support the development of venture capital enterprises in Hebei Province.Promoted by the development of the national venture capital guiding fund,the number of venture capital guiding fund in Hebei Province shows an upward trend,and the number of enterprises investing in venture capital also shows an upward trend.The operation mode of venture capital guiding fund has been improved,but the lack of research on the performance evaluation of the guiding fund in Hebei Province also exposes the lack of performance evaluation system.Many questions have come up.Therefore,it is more and more important to build a practical performance evaluation system for venture capital guidance fund in Hebei Province.After clarifying the theoretical basis of venture capital guiding fund and performance evaluation,this paper first introduces the status quo of venture capital guiding fund in Hebei Province,including the status quo,management and operation mode analysis,investment situation and role analysis and performance evaluation status quo of venture capital guiding fund in Hebei Province,and finds that there is no performance evaluation system for venture capital guiding fund in Hebei Province.Summarizing the relevant experience of Shandong and Zhejiang Provincial Venture Capital Guidance Fund performance evaluation research,this paper points out that it plays an important guiding role and has reference significance for the construction of Hebei Provincial Performance Evaluation System.Then it determines the design ideas and principles of the index system,chooses the index and completes the design of the index system,and constructs the performance evaluation with the dimensions of policy effect,economic value and management level.Price system;then use the intuitionistic fuzzy analytic hierarchy process to calculate the weight value of each index;finally,through expert survey method to obtain and process the performance evaluation data of Hebei Province,use the fuzzy comprehensive evaluation method to evaluate the performance of Hebei venture capital guiding fund,calculate the performance evaluation score and analyze the performance evaluation results,so as to improve the venture capital guiding fund in Hebei Province.Policyperformance,economic performance and management performance of these three aspects,put forward corresponding suggestions for Hebei Province.Through the research on the performance evaluation of venture capital guiding fund in Hebei Province,this paper draws the following conclusions: there is no performance evaluation system for venture capital guiding fund in Hebei Province,and it is necessary to construct a reasonable and feasible performance evaluation system for venture capital guiding fund in Hebei Province;the performance level of venture capital guiding fund in Hebei Province needs to be improved,and it should be based on policy performance,economic performance and management.The three aspects of performance are to take measures to improve the performance level of venture capital guidance fund in Hebei Province.
