Tourism is the pillar industry of Mongolian economic development.The human resource management and development of tourism industry are one of the essential part of tourism.After the implementation of the democratic reform in 1990 in Mongolia,as an ecological and green industry Mongolia's tourism industry has been rapid development but the development of Mongolian tourism industry is bottlenecked.Study of the fundamental problems in Mongolia tourism human resources management and human resource development,advance level of tourism enterprises is relatively weak,the service level of tourism practitioners needs to be improved to many problems,the lack of systematic training of tourism etc..Aiming at the existing problems,this paper is divided into five parts:(1)Introduction.It briefly presents the background,purpose,significance of the topic,research status in domestic and abroad,research objects and methods,research ideas and framework,innovation and shortcomings.(2)The basic research of human resource management and development in Mongolia tourism.The definition of relevant concepts about the tourism industry,tourism,tourists and tour guides;describes the relevant theoretical basis such as the national competitive advantage theory,human capital theory and two factors theory and introduced about the Mongolian tourism situation.(3)The current situation of Mongolian tourism industry human resource management and development.This paper is divided into two parts: The existence and management of human resources in Mongolia tourism industry,and human resource development in Mongolian tourism industry.(4)Problems and Analysis of Mongolian tourism industry human resource management and development.This paper points out the problems existing in the tourism industry of Mongolia.The fundamental problem accounts for human resources,and analyzes it based on PESTEL.(5)Countermeasures and suggestions to improve the development and management of human resources in Mongolia's tourism industry.This part is listed the following three aspects are carried out from the government,enterprises and individuals part.This paper reviewed the related literature of China in Mongolia,describes the significance of Mongolian tourism human resource management and human resource development,analyzes the development and management of human resources management and development,the current situation of Mongolia's tourism industry etc.This paper studies the structure of tourism industry in Mongolia,the employment relations of Mongolia,the level and structure of compensation,the present situation of human resources education,the training and development of enterprises,and the problems existing in the tourism industry of Mongolia.An empirical analysis of the human resource management and development of Mongolia's tourism industry is based on PESTEL.Built on the analysis results,this paper puts forward some countermeasures to promote the human resource management and development of Mongolia tourism industry.
