A employee team of multiple level and high quality makes the sustainable and healthy development of tourism possible. Human resource is one of the critical factors that affect the development of a country or area's tourism. Based on the combination of theory and practice research, comprehensively applying systematic analysis method, comparative analysis method and linearity regression analysis method, this paper explores the current situation of human resource development and management of Changsha in an effort to provide some rational suggestions and theoretical support on drawing up tourism human resource development and management plan.The content of this paper consists of five aspects: First, the concept of tourism human resource and tourism human resource development.
