Research On China's Medium-term Fiscal Planning Reform

Since 1955 start practice the real budget system,budget management in our country step by step,Along with the continuously go deep into the budget management system reform,and so far there are still many still can't solve the problem.The traditional annual budget has inherent flaws and inadequacies,and the solution to this stage problems cannot depend on the annual budget alone.In most countries practice shows that the medium-term fiscal plan,to increase spending restraints,standard budget system,strengthening the responsibility main body,has important significance to realize the maximal budget balance,and we need to deepen the reform of budget management system,optimizing the resources distribution of budget,the important measures to improve the performance of the budget constraint.reform the medium-term fiscal plan according to the first study,this article put forward the theoretical basis,on the basis of our country to do a brief review of budget reform,points out that the medium-term fiscal plan the historical inevitability and realistic necessity of implementation in our country,finally,in the shortage of the pilot areas in China implement medium-term fiscal planning and draw lessons from foreign experience to further improve China's medium-term fiscal plan is proposed on the basis of the policy recommendations.The innovation points of this paper can be summarized as follows: first,the systematic review of the implementation of medium-term fiscal plan in China.This paper presents the historical and practical necessity for the reform of medium-term fiscal planning in China.In addition,this paper expounds the function of medium-term fiscal planning from the perspective of inventory fund,and then increases the utilization of financial capital.Finally,combining with China's specific national conditions and problems of the pilot areas,draw lessons from the successful experience of the advanced countries,put forward policy Suggestions to perfect the medium-term fiscal plan.
