Research On The Medium-term Budget Based On Public Finance

With the development of the economy and China's public finance system constantly improved,the focus is turning to our budget system.The focus also shifted from deficit control and income distribution to expenditure management,and our country's budget management has achieved remarkable results.According to the foreign countries that carry out the mid-term budget,it can be seen that the implementation of the medium-term budget will play a vital role in improving the budget system.Compared with other countries,China has just begun to study the medium-term budget,including medium-term rolling budget and medium-term fiscal planning.Since 1998,China has gradually carried out a pilot program for the medium-term rolling budget in hebei,jiaozuo and wuhu respectively.From 2016,China has fully implemented the medium-term fiscal plan as a transitional form of the medium-term budget,and the current three-year medium-term fiscal plan is in the process of implementation.The main purpose of the medium-term budget is to control the fiscal expenditure effectively by controlling the budget line,which will help constrain the government's actions,improve the sustainability of the government's finances,and make up for the shortfall in the annual budget.With the development of public needs and the scale of budget,the disadvantages of annual budget appeared gradually.Therefore,how to use the foreign successful experience in the implementation of the medium-term budget and make China's medium-term budget embody the function of public finance become the important content of current research in China.The research object of this paper is the mid-term budget management reform.The aim is to find how to establish a sound medium-term budget system and gradually improve it through the method of comparative analysis.The paper first introduces the connotation and relevant theory of the mid-term budget.Secondly,this paper summarizes the experience and lessons of implementing the midterm rolling budget reform in China,and point out the challenges in the process of implementing the medium-term budget.Thirdly,the paper analyzes the mid-term budget situation of the sample countries abroad,and puts forward the relevant experience for the problems faced by China in the mid-term budget management reform.Finally,this paper analyzes the requirements of the medium-term budget,the program design of the medium budget,the route arrangement and other related measures.
