The Research Of The Undertaking Industries' Choice And Development Of Hebei Province Considering The Coordinated Development Of Jing-Jin-Ji Region

The 18 th session of the central committee of the communist party of China,the fifth plenary session proposed the country must firmly establish and earnestly implement the innovation,the coordination,the development of green,open and sharing ideas.For the first time to include the concept of green development in national development strategy,the green ecological development plays an important role in the development of our country's economy.Industry transfer and industry to undertake are the important means to realize the optimization and upgrading of industrial structure in beijing-tianjin-hebei region.And Hebei province as a relatively low economic gradient in Jing-Jin region has the responsibility to undertake the industries.But how to take into account the economic and environmental benefits at the same time to do industrial transfer and industry to undertake has become a common concern topic.Therefore,this article based on the perspective of emission reduction to study how Hebei Province in considering the improvement of the existing harsh environment to seize the opportunity to transfer the Beijing-Tianjin industry,to undertake the selection and development of the industry.Firstly,on the basis of combing the theory of industry inheritance and transfer,this paper analyzes the present situation of Beijing-Tianjin-Hebei industrial structure and industrial development and the current development of Beijing-Tianjin-Hebei cooperation and finds that Beijing-Tianjin-Hebei region meets the requirements of industrial transfer,And in the industrial transfer to attach great importance to environmental factors and industrial structure within the optimization.Secondly,then uses the improved industrial gradient coefficient to analyze the 36 industries,combined with the co-integration and impulse response to analyze the shortand long-term effects of Hebei Province to undertake the industries of Beijing and Tianjin.Depends on the study we make the choice of the undertaking industries of Hebei province.Thirdly,by analyzing the variance decomposition of the VAR auto-regressive model,the main restrictive factor of the green benefit and the growth of the light industry is thetechnical development expenditure and the main restrictive factor of the green benefit and the growth of the Service industry is the new fixed assets investment.On this basis,from the supply side to control the input of the element of the undertaking industries to make the largest output of the green growth.Finally,it analyzes the layout of industrial dislocation in the process of industrial transfer in Beijing,Tianjin and Hebei region,and the way of undertaking and developing the inheritance industry in Hebei Province,and then puts forward the appropriate countermeasures and suggestions for Hebei province to undertake industrial development.
