Research On The Present Situation, Problems And Countermeasures Of The Development Of Urbanization Of Xinjiang Production And Construction Corps

Since its establishment,the Xinjiang production and construction Corps has taken on the important responsibility of maintaining national security and is a strategic organization to maintain the peace and harmony of the border areas.Since the reform and opening up,China's market economic system and modern urban management system have been continuously improved.Due to the limitation of its planned economic system and the Central Committee of Xinjiang's work conference,the Corps has changed the objectives of Xinjiang's work.The role of the Corps is no longer adapt to the new situation.Based on this demand,we carry out research on the corps' urbanization,summarize the changing course and analysis of the present situation of the urbanization management system,and find out the problems from the perspective of public management,and put forward corresponding countermeasures and suggestions.There is an important significance to the new time Corps safeguard stability frontiers to better fulfill its responsibilities.Based on this,this paper adopts the method of literature research,the current situation of the development of Xinjiang production and construction Corps urbanization analysis,and summarizes its characteristics;then,by using the method of qualitative and quantitative analysis and from the perspective of public management to determine the existence of urbanization problems in the development process;finally,combined with related theory the development of urbanization,put forward the policy to promote the sustainable development of urbanization suggestions.The main conclusions of this thesis are the following two aspects:(1)The current situation of the development of urbanization is urban space uneven distribution of regional development differences;small towns;urban management mechanism is not perfect,the relationship will need to be straightened out;accelerate the pace of urbanization,but the development of industrial structure is not balanced.(2)There is development of urbanization Corps is one city division system is not perfect,the lack of urban management system,internal management level too much,management lags behind;lack of a unified coordination mechanism of military development.In the view of the problems existing in the urbanization of the Corps,the following policy suggestions are put forward.Improve the system of administrative law enforcement division city,perfect function,reduce the level of management,management mode to complete the transformation from "control" to the “service”;the establishment of a unified military development coordination mechanism,planning development of soldiers,to avoid vicious competition;deepen the reform of investment system,actively encourage and guide private capital to build high-quality corps the financing subject,creating diversified investment and financing mechanism of urban.
