Research On The Evaluation Of Intellectual Property Rights Of High Tech Industry In Shaanxi Province

Twenty-first Century is the cra of knowledge economy,science and technology increasingly highlight its strong effect on the economic development and the sicial progrcss,cnhance the comoctitiveness of intellectual property has become the source of cconomic growth,which has been proved by the practioce of economic development in the world. With the rapid development of science and technology,high-tech industry Chinese has undergonc changes from scratch,high tech industry intellectual property competiveness id increasingly fierce ,andhas become the focus of each country economy competition .Shaanxi province is an important province of the western development strategy, in syport of national policy under the rapiddevelopment of high-tech industries ,the level of scientific and thchnolohical progress graduallyincreased,but compared with the other developed provinces, Shaanxi province high techindystry intellectual property development praocess id facing the high-tech enterprises'independent innovation ability is not strong,the low conversion rate od science and technology results the intellectual property management system is not perfect,the lack of high level talents etc.. Therefore ,it is of great theoretical significance and practical significauce to studt thecurrrent situation of intellectual property rights of high-tech industry in Shaanxi Provinvem which is of great theoretical and practical significance for the construction of innovative Shaanxi.This Paper summarizes the relevant research results of scholars at home and abroad, using the method of qualitative and quantitaeive aanalysts, normative and empirical analysis,researchand Analysis on the competitiveness of high tech industry intellcetual property in Shaanxi province . Firstly, the related theory of high tech industry intellectual property competitiveness and literature at bome and abroad are revrewed, and a detailed explanation the interactionmechanism between high-tech industry sustainable development and competitiveness of intellectual peoperty rights,and from the macro and micro two aspects to analyzc the mechanism of intellectual property rights on the development of regional economic development;secuondly, investigated the develcopment status of competitiveness high techindustry intellectual property in Shaanxi Province,and find out the problems in its devclopment;finally,the relevant research date and current situation of theoretical analysis this paper selects Shannxi province from 2006 to 20-15 and 2015 in 31 provinces of China high tech industry intellectual property based on the empirical analysis of high tech industry intellectual property competitiveness in Shaanxi province.In this paper, the results of this study show that, although the high tech industry intellectual property capacity in Shaanxi Province in recent years the overall growth trend, but in the intellectual property creation, utilization, management and protection of the four abilities are at the middle or lower middle level, combined with the Shaanxi province high technology industry intellectual property development and empirical analysis the results and suggestions to enhance the ability of intellectual property of high-tech industry in Shaanxi province from two angles of government and industry.
