With the rapid development of the science and technology, and the integration of the world economy and globalization, the national and regional competition in global scale has become the competition of the knowledge production and the high-tech industry. The high-tech industry has taken a larger proportion in the national economy, and will become an important driving force of the economic development in the future. For a particular region, it has been the strategy to achieve rapid and healthy economic development to keep up with the world economy and the development of the science and technology. The successful experiences of the developed countries should be followed to restructure the structure of production. The catch-up strategies should be put into effect in order to develop the high-tech industries. The high-tech industries development has been a basic principle repeatedly stressed by the Chinese government. During the"Eleventh Five-Year"period, the country made a strong bid to support the independent innovation system to make the high-tech industries from big to strong. Guided by the country's policies and principles, provinces and municipalities are developing the high-tech industries greatly. Shandong Province is no exception. As an economic province, Shandong Province has been trying in great efforts to explore the road for the rapid development of the high-tech industries. In recent years, a series of preferential policies and measures have been issued to promote the rapid development of the high-tech industries. During the"Tenth Five-Year"period, the high-tech industries got a rapid development in Shandong Province. However, it should be noticed that there are many problems, such as that the scale, the quality and the benefit are far from the ideal goal. According to the practical experience both at home and abroad, the high-tech industries development of one country or region must be based on the actual economic situation. Otherwise, developing the high-tech industries blindly will fail to promote the economic development, or even may do great harm to the regional economy. Moreover, even in the same region, where high-tech industries are at different stages of development, the develop ways are also different. Then, what's the difference between the develop level of the high-tech industries in Shandong Province and other provinces? What's the developing trend of the high-tech industries in Shandong Province? What measures should be taken in order to achieve rapid development? These are main problems this article trying to solve.The structure is as follows:The foreword sets forth the background, the significance, the structure and the study methods of the article.Part I is the literature review of the study at home and abroad about the high-tech industries.Part II is the relevant theories of the high-tech industries. This part mainly define the high-technology and the high-tech industries. It also analyzes the characteristics of the high-tech industries as well as the impact of the high-tech industry development. Part III is the develop situation of the high-tech industries in Shandong Province. It analyses the develop situation of the high-tech industries in Shandong Province with the comparison of both horizontal and vertical. Finally, this part sums up the problems of developing the high-tech industries in Shandong Province.Part IV is the evaluation index system. According to the relevant research and the statistical data, this part builds the evaluation index system about the comprehensive development level of the high-tech industries, and briefly introduces the comprehensive evaluation methods.Part V is the empirical analysis, and it is the nucleus. This part mainly compares the high-tech industries development level of ten coastal provinces from 2003 to 2007 using principal component analysis, entropy method and grey correlation analysis.Part VI is the policy and recommendation. On the basis of the empirical analysis, this part makes the corresponding countermeasures and suggestions about how to further develop the high-tech industries in Shandong Province.
