The staff performance evaluation is not reasonable in the airport flight guarantee work, due to the work environment is complex and variable, and there is no a suitable evaluation model.To establish a fair and objective airport staff performance evaluation model became a new content in the whole airport information system.This paper analysis the airport flight guarantee business thoroughly, puts forward a new performance evaluation model of airport staff. The model combines principal component analysis (PCA) and fuzzy comprehensive evaluation (FCE), and makes the following improvements to the traditional fuzzy comprehensive evaluation model: (1)In view of the deficiency of the traditional evaluation model doping too many human factors, principal component analysis is introduced to replace the subjective determination method, the evaluation index architecture is reorganized according to the correlation between each evaluation index and each principal component factor, and the weight of each index is determined according to the contribution of each evaluation index to the principal component factors. (2)According to the problem that the general evaluation index grade does not match the actual data, the adjustment strategy is designed, which is based on the mean and variance of the sample data. (3)In order to improve the flexibility of the evaluation model, combining the complexity and variability of the airport flight guarantee process, a fuzzy synthesis operator which can adjust the parameter of weight is designed. The model is based on the actual sample data in the entire evaluation process. Just by changing the sample data to convert the research problem, the model can be used to other similar complex environment for the evaluation. The improved performance evaluation model has good generalization ability.In this paper, the improved evaluation model is applied to a civil airport in China, we take a single evaluation object as an example and the specific application process of the improved model is introduced in detail. At the end of the paper, a part of employees of the airport are selected as the evaluation target, and the performance evaluation is carried out respectively. By comparing the evaluation results of the improved model and the airport historical performance,it shows that the improved performance evaluation model is objective and reasonable, and can reflect the airport staffs personal performance better in the flight guarantee work.
