Research On The Risk Management System Of Safety Production In The Prefecture-level Power Supply Bureau

Safety management is not only an eternal subject that the electric power enterprises have studied and explored for a long time,but also their basic needs of development and progress.In recent years,the electric power enterprises have combined the reality of safety production to build an advanced safety management system covering all aspects of electric power production,which is named the Safety Production Risk Management System.It is also a system with foresight,initiative and preventability.Regarding risk consideration,systematizing,normalizing and improving as principles,the system constructs an effective safety management mode for electric power enterprises,with the risk control as its main line.This paper starts from the background and significance of the system construction.Through producing and analyzing the concept and method,the system can be fully proved to be an efficient way for power supply enterprises to ensure intrinsic safety.Then,we take the power supply bureaus in prefecture-level cities as analysis object,which also act as the main executors and practitioners in the construction of the system.After analyzing current situation deeply,the existed problems of system construction are discovered one by one,providing countermeasures for the next step.Finally,based on the discovered problems and aiming at continuous improvement,theory of system research is linked closely with electric power bureaus’ practice.What’s more,the work ideas of perfecting system construction gradually and implement measures of ensuring its orderly and healthy development are put forward.It is hoped that this paper can be a good reference for the construction of the Safety Production Risk Management System in the power supply bureaus of prefecture-level cities.
