Abstract/Summary:
In recent years,the pace of urbanization in China has been accelerating,and the various problems have been emerging.Among them,"zipper road" as the representative of the city infrastructure facilities level is too low is particularly serious.To solve the phenomenon of "zipper road",Chinese government vigorously promote the construction of Pipe Gallery.Taking into account the government’s financial pressure and the urgent need to improve the "zipper road",our government introduce the PPP model into the construction of Pipe Gallery.However,the reasonable allocation of risk is the key to the success of PPP projects.There is an urgent need for an effective way to solve the risk sharing problem of PPP projects.In this paper,considering the construction of the Pipe Gallery PPP project in China is still in the early stage,and the relevant research literature is not strong,so it summarize the Present Situation of Research at Home and Abroad from the aspects of Pipe Gallery and risk allocation.The HHM method is used to identify the risk in the whole life cycle of the Pipe Gallery project in PPP mode,and 67 items of external risk and internal risk are identified.Based on the analysis of the contract structure of the integrated corridor PPP project,the author of the risk allocation is government and project company.The paper establishes a risk-allocation model which combined cause analysis with the modified shapley value based on the risk-sharing principle,Use the cause analysis to carry out the first risk allocation,and divide the risk into alone undertake and shared undertake;using the modified shapley value method to do the second sharing of the risk,and obtain the specific share of the ratio;Based on the four basic principles of risk allocation to establish risk-adjusted first-level indicators,and it is refined into 10 more operational indicators of secondary indicators,AHP method is used to determine the weight for these 10 secondary indicators,and the score of matrix D of the government and the project company is obtained for the specific project.Put it into formula,We get the comprehensive correction degree Ri of each index to participate department i,and put it into modified shapley value model to complete the correction.Finally,the paper uses the H City Pipe Galler PPP project to verify the case,the risk of political risk,legal risk and other risks are undertaken by the government;construction,financing and other risks are undertaken by the project company;force majeure risk,inflation risk and interest rate risk are shared by both sides,And the specific proportion of the risk of a force majeure was 28.72% and 71.28%.The paper uses the principle of risk allocation to correct the shapley value,which conforms to the risk allocation characteristic of ppp project,it can guarantee the fairness and rationality of the sharing result to the maximum extent.
