The Risk Management Of PPP Project Of Urban Underground Comprehensive Pipe Gallery In T City

Under the guidance of the national strategy of developing new urbanization,optimizing urban spatial layout and accelerating infrastructure construction,underground comprehensive pipe gallery is an important measure to effectively utilize underground space resources and improve management and construction level.China has issued a series of policies to promote the construction of urban underground comprehensive pipe gallery projects.As a pilot city of comprehensive pipe gallery,T city takes pipe gallery construction as a key project and takes it as the key direction of future development.The PPP project of urban underground comprehensive pipe gallery in T city has large construction scale,long construction cycle and high capital investment.It is a long,professional and complex project with many risk factors during the period.This study takes the PPP project of T city comprehensive pipe gallery risk management as the research object,identifies the risk elements on the basis of sorting out relevant literature and combing the current risk management status of the project,and understands the current management and control of each risk element through the questionnaire;Using a combination of qualitative and quantitative methods,this paper constructs an analytic hierarchy process model,calculates the importance weight of each risk element,and obtains the risk assessment value of the project.According to the risk assessment results,formulate corresponding risk control means,reasonably deal with the relationship between various stakeholders,improve the risk financing link,reshape the risk distribution process,improve the risk management system and build the risk management organization structure;Finally,it puts forward the purpose,content and process of risk monitoring,helps to improve the risk management level of this project,and provides some reference for the risk management of related projects in the same industry.
