A Study On The Government Process Reengineering Of Grain Subsidy Policie In Fuyu Heilongjiang Province

Grain subsidy policy is beneficial to our country and people.For people,it is a scientific effort to safeguard the benefits of grain farmers.And for the country,it is a major initiative to protect food security.In China the grain subsidy policy was set about the pilot in some areas for a subsequent full operation.In 2002 the policy was firstly carried out in Anhui Province and Jilin Province,where achieved favorable results.Then,the policy was rolled out to other provinces.It was in 2004 when the policy was at the extension phase that Heilongjiang Province began bringing the direct subsidy policy to grain into force.By now,the grain subsidy policy has been put into effect for more than ten years.With the constant changes in global,national and public conditions,the implementation of the grain subsidy policy has raised many problems.The paper collects,organizes and deep analyzes the data in the light of the statistics on the grain subsidies in Fuyu County,Heilongjiang Province.The problems are found in the business processes of the implementation of the grain subsidy policy.Guided by the theories of government process reengineering,the paper upgrades the business processes of the current grain subsidy in Fuyu County.The paper mainly consists of four parts:Chapter one is an introduction.It introduces the background and importance in studying the process reengineering of grain subsidies and the domestic and international articles on government process reengineering and grain subsidies are concluded respectively.Chapter two shows the status quo and problems of the grain subsidy in Fuyu County,Heilongjiang Province.After presenting and analyzing the status quo of the grain subsidy in Fuyu County,the paper puts forward the problem that some shortage exists in the business processes of the grain subsidy.Chapter three is about the government process reengineering of the grain subsidy in Fuyu County,Heilongjiang Province.The paper sets goals on principles and employs the theory of the government process reengineering to upgrade the business processes of the grain subsidy.Then,it also proposes the cultural,technical and organizational guarantees which ensure the implementation of the process reengineering.Chapter four discusses the performance evaluation and thesubsequent management of reengineering the grain subsidy processes.The specific comparison of the flow charts before and after optimization shows the advantages of the processes before optimization over the ones after optimization.As study,the paper's innovation is as follows: The business processes of the grain subsidy policy in Fuyu County are analyzed and the shortage of the process is founded;the specific solutions to the process reengineering are presented;the location of the government process reengineering in the reform of the administrative system are discussed;the subsequent management of the process reengineering and the unsolved problems of goals are proposed.
