Recent years, along with the relationships between demand and supply in international grain market has become strained, the situation in China is also not optimistic. The circumstance of grain production is grim, and the low income of Grain Farmers has not been changed all the time. To support the development of grain production and to relieve the fluctuations of grain price, many countries in the world, especially the developed countries have adopted Grain subsidies policy, China is no exception. To mobilize farmers'passion for growing grain, China took a reform on grain subsidies policy in2004, which has achieved the transformation from indirect subsidies to direct subsidies.The current grain subsidy Policy has great economic and social effete; however, there are still limitations in many areas in actual implementation, which restricts the further improvement of the efficiency of the Policy as well as the national grain subsidies policy goals. This Paper analyzes and assesses the current grain subsidy policy Performance systematically, analyzes the theory and actual implementation of the grain subsidy Policy, assesses the current grain subsidy Policy Performance objectively, united the experiences of grain subsidies of foreign states, and gives some advices to improve the Policy Performance.Compared with previous studies, by means of a combination between empirical analysis and normative analysis, the paper use the method of grey relational analysis, which helps to reveal the different grain subsidy policy promoting effects in the grain yield and the grain farmers'income. According to the inconsistency in effects between the reality and the anticipation, this paper has made several suggestions to enhance the yield efficiency and increase the grain farmers'income of current grain subsidies policy.
