Research On The Management Problems And Countermeasures Of Housing Accumulation Fund In S City

With the deepening of Chinese housing system reform,the government gradually has issued a series of housing finance system,in order to solve the housing problems of the employees,and to prove the housing conditions of the employees.On the basis of Singapore housing accumulation fund for reference,housing accumulation fund system was established in China.As a government-policy-related housing financial system,the housing accumulation fund system is developed according to the national condition of China.The primary concern of Chinese citizens is to solve the housing problem.The government has adopted a series of policies and regulations to stabilize the housing prices and to ensure the people's demands for housing.The housing accumulation fund,as housing savings of employees,improves their capabilities of housing purchases.Since our housing accumulation fund system was established,it has provided financial supports to improve the housing cond ition of numerous employees.This system also plays a role in improving the low-income families' housing situation and accelerating the economic development.Based on the database at the accumulation fund administrative center of the city S from 2007 to 2014,the operational efficiency of accumulation fund system was investigated by conducting qualitative and quantitative analyses in four different aspects: collecting,withdrawing,loaning,incremental benefit and relocation of the housing accumulation fun d in city S.By using analysis methods of qualitative and quantitative in combination,the paper analyzed several indexes in housing accumulation center in city S.By comparing the data of housing accumulation in city S and other cities in 2014,the study demonstrated that there were a series of problematic issues at the accumulation fund administrative center in city S,including the inefficiency of loan service,low incremental benefit,high amount of sedimentary money,and etc.In addition to examining the previously stated problems,this study attempted to explain the causes and provided advices on the potential solutions to improve the operational efficiency of housing accumulation fund and to maintain and increase the value of housing accumulation fund in city S.Besides the policy recommendations,the paper devoted itself to the deposit portfolio by used data modeling.The paper aimed to research on the management problems and countermeasures of housing accumulation fund in city S,improved the operational efficiency and to maintain,increase the value of housing accumulation fund,and delivered benefits to the people in city S.
