Research On The Urbanization Of Dalian High-Tech Industrial Zone's Household Registration Population

The Central Committee of CPC and the State Council introduced the "National NewUrbanization Program between 2014 to 2020" that clearly describe the development path of future urbanization, the main objectives and strategic tasks. Household population urbanization is an important indicator that reflects the development status of urbanization.The overall objective is to reach about 60.00% of the urbanization rate of resident population and about 45.00% of the urbanization rate of household population in 2020, narrow by 2percentage point on urbanization rate between registered population and household population and strive to achieve 100 million agriculture transfer population and other resident population who will be settled in cities and towns.Adhering to the "people-oriented" concept of scientific development is a fundamental requirement for healthy developing of Chinese characteristics urbanization. China's urbanization rate is 56.10% and urbanization rate of household population is 39.90% in 2015,which means that there is a lot of non-household residents living and working in cities and towns. There is a large increasing in demand for urban public service products. However, due to some institutional limited, it makes them are unable to enjoy the life and public services such as employment, housing, education, health care, social security and others like city residents. Therefore, now we should respect the wishes of these groups and guide population movements reasonably and promote the urbanization of urban population orderly. It is extremely important to achieve the healthy development of urbanization.This paper makes a preliminary study on household population urbanization building at home and abroad by using the theoretical knowledge of public management and methods of its related literatures, comparison and demonstration, to find out the existing problems during constructing high-tech zones that the increasing social management burden of non-permanent resident population, the insufficient capacity of infrastructure management and supporting.It is clear that the problem is mainly caused by the reason of that non-household residents population management concepts and measures are not in place and construction funds are short and other reasons. This paper attempts to propose a solution of population urbanization in the high-tech zones. Based on the theoretical basis and domestic and international experiences, the paper puts forward a new idea for the urbanization development of thehousehold population in the high-tech zones and explore a new type of urbanization model of household population in line with the actual development in high-tech zones according to the strategic focus on pushing forward the urbanization of household population. In the end, the paper puts forward some specific measures, making the guarantee measures of household population urbanization, completing the development of household population urbanization,promoting the sustainable development of household population urbanization and coordinating the balanced development of population urbanization to accelerate the construction and improvement of the urbanization of the household population in the high-tech zones. It provides basis can be referred and learnt from on improving the urbanization of population with high economic foundation, strong urban environment,friendly environment, high civilized and rich living conditions.
