Along With the development of urbanization,a large number of rural surplus labor has appeared in our country,and gradually transferred to cities and towns under the comparative benefits,which has become an indispensable and important force in the social and economic development.However,under the urban-rural household registration system,the large-scale agricultural transfer population cannot enjoy the same public services and social welfare as the urban residents in terms of work,employment,children's education,social security,and so on,becoming marginalized and vulnerable groups in cities.If things continue this way,it will become a hidden crisis in the development of urbanization in China.Especially in recent years,the younger generation of the agricultural transfer population has generally received a higher education,most of them will not work in agriculture,facing the realistic plight of "not fully integrated into the city,and difficult to adapt to the countryside again".As an important group of social and economic development,how to effectively promote their integration into cities has become an urgent problem.The urbanization is not only related to the peasant work and social welfare,but also the development of urban economy,the maintenance of social justice,the construction of a harmonious society,and the reform of the social system.It is an inevitable requirement for promoting the new urbanization road in China.Therefore,it is of great significance to study the urbanization of agricultural transfer population.This paper mainly uses the dual economic structure theory,the push-pull theory,the feasible ability theory,etc.,based on the data of 2010,2011,2012,2013 and 2015 in the China General Social Survey(CGSS),taking the combination of non-agricultural household transfer population and agricultural household registration transfer population as the research object.Firstly,using the method of descriptive statistical analysis,this paper analyzes the development status of China's agricultural transfer population from five aspects: presidential scale,basic characteristics,economic status,cultural level and mobility characteristics.Secondly,based on the theory of feasible ability and the fuzzy comprehensive evaluation analysis method,the paper constructs an evaluation index system for measuring the level of citizenship from the six dimensions,which including of identity,economic status,social welfare,political participation,psychological identity and social integration.The study found that the comprehensive evaluation value of the urbanization level of agriculturaltransfer population in China in 2015 was 60.47.Although the urbanization level is fluctuating upward trend,but it's still at a moderate level.The average level in the past five years reached 60.21.The distribution of the level of urbanization is "W" distribution as a whole,and the proportion of the two ends is the largest,and the internal differentiation is obvious.Thirdly,this paper constructs a index system from five aspects: individual characteristics,family characteristics,job characteristics,mobility characteristics and social characteristics.And The multiple regression analysis and logistics regression model are used to analyze the influencing factors of the urbanization of agricultural transfer population.The results are as follows:nationality,marital status,educational level,family size,number of children,contract signing,non-farm years of work,cross-regional mobility,mobile length of time,Social acceptance and social discrimination factors have a significant impact on the level of urbanization of agricultural transfer population.Finally,based on the analysis of the empirical results,this paper puts forward the classified cracking method and suggestions to improve the level of the urbanization,in order to provide the theoretical basis and policy reference for the realization of the urbanization of the agricultural transfer population in China.
