A Study On The Strategy Of The Farm Informatization In The Old Revolutionary Base Areas And Its Civil Spatial Network Data Resource Collaboration

Since the concept of "family farm" was formally proposed in 2013,the pilot projec t of the state-owned farms informatization has also developed gradually.Both the organized development of agricultural resources and the application of information technology promote the efficiency of farm production and informatization management.This lays a solid foundation for realizing the coordinated development of high-yield and high efficiency of farm and ecological balance,effective implementation of the key actions for the agriculture modernization advancement and poverty alleviation.Researches show that the key to overall poverty alleviation is readjusting agricultural development mode and production management organization in the poverty-stricken area especially in the old revolutionary base areas(ORBA).In the course of agricultural modernization development,it is inevitable to exploit the emerging information science and technology so as to drive the farm informatization construction in the old areas.Currently,the farm informatization in poor regions such as old revolutionary base areas is obstructed by inaccessible information,traffic inconvenience,backward informatization infrastructure construction,the problem of information isolated island and the digital gap between the urban and rural regions.Therefore,this paper makes in-depth exploration and innovation research with the strategy of ORBA farm informatization and its civil spatial network data resource(CNDR)collaboration based on the theory of data resource cooperation,public policy and coordinated management.This paper firstly analyzes the elements of ORBA farm informatization process and finds the influence factors of informatization-driven ORBA farm.Secondly,this paper systematically combed and analyzes these issues and constructs a network service system of civil space network interconnection.Thirdly,in this network context a CNDR collaborative system is built.The CNDR collaborative mechanism is based on XML,while CNDR collaborative configuration technology platform is based on CSCW can exploit CNDR and coordinate its management layer,strategy layer,operation layer and technology layer in order to achieve the overall coordination of CNDR.Base on analysis of above all,the author put forwarded the CNDR collaborative strategies of ORBA farm informatization constructio n in order to achieve ORBA farm informatization construction providing innovative policy support.Through the above research,the author thinks that considering the bottleneck of agricultural modernization development we are faced currently,the analysis of the related development foundation and complicated relation in this study can realize great research value and provide intellectual support for transforming ORBA agricultural production management organization and agricultural production management mode,narrowing digital gap between the urban and rural regions,boosting ORBA economy and implementing poverty alleviation program.This study also provides information support for decision making and academic contribution for the researches of ORBA farm informatization and its CNDR collaboration strategy.
