The Research Of The Human Capital Issues Of The Migrant Workers Under The New Normal State

At present,entering into the new normal state of the Chinese economic development,the ideas of promoting the development of the economy under the new normal have been pointed out by President Xi Jinping.We should moderately expand aggregate demand and at the same time strengthen the reform of th,e supply-side structure,which means to optimize the economy structure.The spread of the structural "shortage of migrant workers" has reflected the fact that the quality of migrant workers can not satisfy the needs of economic development,With the optimization of economic structure,the contradiction will become more prominent.Therefore,how to improve the human capital of migrant workers is an,urgent problem to solve in the process of the supply-side structure reform.This paper has studied the Marx's theories on human capital and the relevant discussion on human capital of our own country since the reform and opening up.The paper has analyzed the importance of enhancing the human capital of migrant workers from the perspectives of new normal,supply-side structural reform and increasing the income of rural migrant workers.Then,this paper has reviewed the transformation process of rural labors and analyzed the current human capital situation of migrant workers from the aspects of their education degree,employment industry distribution and the income.Meanwhile,it has exposed the problems of the human capital of migrant workers,which including the blocked employment channels,the concentration in the middle and low end industries,tremendous liquidity,the unsound social security and so on.And the paper has analyzed and discussed the causes of the problems of migrant workers' employment,mainly covering thoughts,labor markets,the policy and system and the cause of the migrant workers themselves.Given on the basis and Marx's theories on human capital,this paper has put forward some proposals and countermeasures to optimize the human capital of migrant workers,containing the changing of perceptions,perfection of the related systems and the strengthening of the training of migrant workers from all sides.Through the systematic analysis and research,this paper has considered that the improvement of the migrant workers' human capital is conducive to the steady development of the economy under the new normal and the growth of migrant workers and can effectively accelerate the pace of urbanization and realize agricultural modernization in our country in the meantime.Currently,the key to enhancing the migrant workers' human capital is to speed up the change of the concepts,formulate the effective supporting policies from reality and increase the investment in education and training of rural migrant workers.In addition,combined with market demand,we should implement dynamic training from the practical employment of migrant workers and establish a new mechanism of wages to guarantee the basic needs of migrant workers,so as to form a reasonable growth mechanism.In this way,the current situation of human capital of migrant workers can be effectively changed and the human capital level of migrant workers can be improved constantly.
