Since the reform and opening up, massive rural surplus labor forces pool into cities to engage in non-agricultural industries. They are the main force of China's urbanization construction and modernization drive, and an important part of industrial workers in China. However, due to economic and political and other reasons, there exist the urban-rural dual structure and urban-rural dual labor market, which cause many difficulties for farmers to become urban citizens. As our country's economy has now entered a “new normal”, lots of new economic problems and economic phenomena shall certainly emerge. As economic growth slows down, industrial structure upgrades, and traditional industry absorbs less labor force, new requirements have been put forward for the employment, wages, income distribution, educational level, and other aspects of migrant workers. Therefore, they are facing new challenges in the process of citizenization. Besides, the number of migrant workers and the adjustment of industrial structure also play a vital role. The citizenization of migrant workers can expand domestic demand and promote consumption, providing a driving force for the “new normal” and solve the problems arising in the process. Therefore, in the context of the “new normal”, it is of great theoretical and practical significance to study the citizenization of migrant workers.This paper, based on the relevant theories of “new normal” at home and Citizenization of Migrant Workers, theoretically and statistically analyzes the correlation between the “new normal” and the citizenization of migrant workers according to the variation trend of economic growth, industrial structure, and employment structure through relevant theories of economics, sociology, political science, combined with the special reality: China's long-term dual economic system and current state of the “new normal”. Secondly, the people of migrant workers empirical research using time series data, using regression analysis the influence of various factors on Urbanization. At last, On the basis of examining the current situation of the citizenization of migrant workers, some practical and scientific suggestions are put forward based on certain factor constraining the citizenization of migrant workers.This paper firstly presents the “new normal” and a series of economic changes in this stage, the origin of migrant workers and the meaning of citizenization of migrant workers; And then the correlation between the “new normal” and citizenization is analyzed. From the perspective of economic development and rural workers employment, it puts forward that migrant workers now have more job opportunities, but also face the danger of structural unemployment. This reveals the new challenges encountering migrant workers. Thirdly, the people of migrant workers factors empirical research. Select the average years of schooling of migrant workers, non-state sector employment, the income gap between urban and rural residents, as well as secondary and tertiary industries accounted for the proportion of GDP four variables investigated on the people of migrant workers. Finally, We investigate the present situation of the civilization of the migrant workers from three aspects: living conditions, professional conditions, and political participation.the paper proposes that the unreasonable industrial structure, urban and rural labor market, institutional factors and the quality of migrant workers are the factors that restrict the citizenization of migrant workers. Based on this, this paper puts forward policy recommendations that promote the urbanization of migrant workers. Firstly, to accelerate the construction of new urbanization, at the same time improve the level of urbanization, improve infrastructure, strengthen service management, scientific planning of urban layout, enhance the overall quality of urbanization; Secondly, we should comprehensively speed up relevant institutional reforms, deepen the reform of the land system, improve the residence registration system and the social security and social welfare system based on household registration; Thirdly, we should improve the quality of migrant workers, further strengthen the rural education and vocational training and improve the scientific quality and employ-ability of the rural labor force.
