In recent years,China has set off a new round of port construction.Port project management level is not only related to the development of enterprises,but also directly influences regional economic and social development.Project management maturity is used to evaluate whether the enterprise can implement project successfully and reliably in accordance with the target or not.The port engineering construction project maturity evaluation can help the enterprises estimate their management level,adjust management ideas,and improve the management strategy,in order to improve their management level.Firstly,this paper expounds the basic theory and the comprehensive evaluation method of project management,in order to provide theoretical basis and method application for the third and fourth project management evaluation of Huanghua port.Secondly,starting from the five elements in the process of project management,combining with the expert interview method and Cronbach ? reliability coefficient method,this paper confirms the evaluation indexes of project management,and constructs the 3D model and index system of the third and fourth engineering project management maturity,which can help project managers understand the operating procedure of project and provide suggestions for port engineering project management in China.Thirdly,based on the AHP,fuzzy comprehensive evaluation method and scores,this paper constructs the fuzzy judgment matrix,and calculates the comprehensive evaluation value of rule layer and index layer,then analyzes the evaluation results and provides the improvement suggestions for Shenhua Huanghua port engineering project.Shenhua Huanghua port third and fourth project management maturity level evaluation belongs to the transitory stage from specification level to quantitative level.The project management pattern has been formed,the standardization level of process and information has been improved significantly,and project management process is relatively robust and gradually mature.According to the maturity value of each index,it can be concluded that the level of starting procedure and implementing procedure is high,which has reached the level of quantification,and is gradually transiting to the strategic level.Atthe same time,it is obvious that there are some deficiencies in the third and fourth engineering project of the Shenhua Huanghua port,it is suggested that the manager in charge of program should make good rectification,and improve the project management level continuously.
