Study On The Countermeasures Of Attracting Investment In Ganyu Disteict Of Lianyungang Under The New Economic Normal

At present,China's economic development,which presents the new normal,has entered into three major periods which is the shift period of economic growth rate,throes of structural adjustment and the digestion period of stimulating early policy.With the increasing pressure of development of international and domestic economic,the investment-invitation competition in various regions is more and more intense.Because the central government has issued relevant policy to clean and standard the preferential policies,such as tax policy,strict cultivated land protection system,combined with the changed economic environment,rising costs of labor and environmental protection and the sharp contradictions of shortage of funds and high-level talents,the traditional way of investment-invitation is not effective,which puts forward a new challenge to local government for investment-invitation.In this paper,I learned the current situation of investion promotion in Ganyu District,Lianyungang City though the investigation,using literature research method,case study method,survey research method and other methods,from the investment institutions set up,personnel team construction,specific way of investion promotion and other aspects to analyze,and in the analysis and comparison to reveal the existing problems and the reasons,and accordingly put forward countermeasures.In this paper,I analyze the existing problems in the process of investion promotion in Ganyu District,for example in terms of the orientation of government functions,the subject is single,and the sense of responsibility is not strong.And there are problems exist in the development of investment mechanism,such as the professional level of investment team is not high enough,the research results are not widely used,assessment remains to be further enhanced.Still,the choice of investment mode is more simple and traditional,and the level of carrier construction in the hardware and software environment is not high,and the lack of the projects tracking and service.To solve the problems,the paper summarizes the advanced experience in the investment of the cities and countries in the Yangtze River Delta,the Pearl River Delta and the Northern Jiangsu.And from five aspects including the promotion of the transformation of government functions,the innovation of investment ideas,the improvement of the working mechanism of investment,the exploration in ways and means of investment,and the promotion of the construction of investment environment,this paper put forward the countermeasures to improve the investment work in Ganyu.
