Exploration Of Huizhou City Ruhu Township Government's Investment Promotion And Capital Introduction Problems Under The Pressure Of Economic Transformation And Upgrading

With the change of time and the market,the local government of the southeast coast of China's old excessive dependence on land finance,the scale of investment and export oriented economic development model is difficult to continue,which leads to a bottleneck of economic development,including the shortage of motivation,economic growth decline,and so on.All these development dilemmas call for economic transformation and upgrading.Located in the outskirts of Huizhou city,Ruhu town just face such a situation.In the old mode of economic development,Ruhu township government attracted a number of large scale manufacturing enterprises by fund raising and investment attracting,which made Ruhu an industrial town and led to the rapid economic development of Ru hu.However,in the face of today's resources,the numerous bottlenecks of land and the many new forms of economic development,the economy of Ruhu town has emerged a new problem such as enterprise relocation,economic growth,lack of fiscal revenue and imbalance of industrial structure,which poses a challenge to the sustainable development of Ruhu town's economy and society.In this case,Ruhu township government only through economic transformation and upgrading,can get rid of the constraints of the original model,and find the way of economic sustainable development.For the relatively weak economic base of Ruhu town,the most rapid way to promote economic transformation and upgrade is through attracting investment.This paper uses the literature research,empirical research,interview and other research methods,taking the behavior of Ruhu town government in Huizhou city as the research object,from the government function theory,analyze the current situation of Ruhu township government's investment promotion and capital introduction situation in the background of economic transformation and upgrading.This paper analyzes the problems existing in the economic transformation and upgrading of the administrative institutions of Ruhu town in the promotion of the total economic volume,the upgrading of the industrial level,the industrial agglomeration and the division of labor,and the sustainable development of the economy.Further explores the root cause of these problems is that the Ruhu township government in the process of attracting investment,there is function vacancy,offside and dislocation,and point out how the Ruhu township government on the function change.Through the passive attracting investment to the active business,from the government domination to the government co-ordination,from the monopoly to the market operation to further optimize the investment behavior,so that attracting investment can better serve the economic transformation and upgrading of Ruhu town.
