The Study About Suitability And The Level Of Social Security In Yunnan Province

Social security is a kind of institutional arrangement for the government to protect the people's livelihood and redistribute social wealth.It can maintain social stability and narrow the gap between the rich and the poor.The level of social security can objectively reflect the development and operation of social security system in a region and measure the efficiency of social security.The level of social security is closely related to economic development.The level of social security has important influence on government finance and economic development,so the social security level in the appropriate level can make the social security function be achieved and have a positive effect on economic development.Yunnan province is located in the southwest of China,and the economic development is relatively backward.The rural population accounts for more than half of the total population,and the poor population is about 1/10 of the total population.To determine the appropriate level of social security in Yunnan province has an important role in improving the construction of social security system.This paper,using the comparative analysis and empirical analysis method,did a research about the level of social security in Yunnan province.First of all,this paper reviews the domestic and foreign research on the social security,and sorts out the relevant results.Secondly,on the connotation of social security theory in detail,this paper defines the relevant statistics of social security expenditure and makes the analysis of the relevant theory.Comparing Yunnan province social security expenditure with the provinces and regions in Chinese southwest region,we found that the Yunnan province ranked in the center of the southwest region,the level of social security is over the nation but the development is not stable,social security expenditure per capita is lower than the national level,the gap is gradually widening,and social security expenditure which accounted for the proportion of fiscal expenditure is gradually declining.Then,on a moderate level of social security of Yunnan province by empirical analysis,we found that the social security level of Yunnan province has gradually entered the social security level but is not stable and its speed is more rapid than the speed of economic development.Finally,we put some forward some suggestions about the Yunnan social security level of moderate development,which include to promote the stable and rapid economic development,constantly improve the social security expenditure,optimize the structure of fiscal expenditure,make social security system more equitable and sustainable,broaden the financing channels,explore diversified pension mode,reduce the social security expenditure to construct a reasonable pressure,refine the social security system,and make social security more functional.
